Job summary

Premier Global Links LLC in Texas seeks an experienced Civil Engineer / Project Manager to lead water and wastewater infrastructure projects across the state. You will oversee design, permitting, bidding, construction support, and project closeout while coordinating with municipalities and utility clients.

The role requires a Texas PE, 6+ years of civil engineering, strong communication, and mentorship of EITs and junior staff.

Qualifications

• Active Texas Professional Engineer (PE) license required and able to seal engineering plans.
• 6+ years of civil engineering experience in water/wastewater, municipal infrastructure, or public works.
• Experience with TCEQ submittals, permitting, regulatory requirements, and approvals.
• Proven project management including design, bidding, client coordination, and construction support.

Responsibilities

• Design, review, and seal civil engineering plans for water and wastewater infrastructure projects.
• Lead projects involving water distribution systems, wells, elevated storage tanks, treatment plants, and related infrastructure.
• Prepare and manage TCEQ submittals, permits, plan-review responses, and regulatory documentation.
• Manage projects from planning and design through bidding, construction support, and closeout.
• Develop bid packages and support public bidding processes.
• Review contractor submissions and provide engineering support during construction.
• Serve as technical point of contact for municipalities, rural water supply corporations, utility clients, boards, and stakeholders.
