Job summary

The City of Sugar Land is seeking an experienced Field Operations Manager in the Utilities Department to lead a team of field professionals and oversee water distribution, wastewater collection, and revenue metering operations.

You will drive preventive maintenance, process improvements, responsive repairs, and customer service, while upholding public health, safety, and environmental standards. This exempt role requires strong supervisory skills and a commitment to service excellence.

Qualifications

• High school diploma or GED required; Bachelor's degree preferred.
• Minimum 5 years of progressive supervisory experience related to water distribution and/or metering operations.
• Valid Texas Class “C” Driver’s License required; TCEQ Class "D" Water Operator License or ability to obtain within six months of hire.

Responsibilities

• Manage construction, operations, repair and preventive maintenance of the City’s water distribution, revenue metering and wastewater collection systems.
• Recruit, hire, onboard and manage field staff—training, performance and development.
• Direct staff and contractors’ work priorities to meet service levels and regulatory requirements.
• Oversee division’s budget and inventory of resources, tools, vehicles, and equipment.
• Serve as an essential employee during emergencies and coordinate on-call response.
