Job summary

North Texas Municipal Water District (NTMWD) is seeking a Water Conveyance Program Manager to operate and maintain the regional water conveyance system, optimize performance, capacity and efficiency while leading the Linear Asset Management Program (LAMP).

You will coordinate with internal and external stakeholders, plan operational changes, participate in engineering reviews, and serve as project manager for assigned studies in the Water Division to ensure reliable service for the North Texas

Qualifications

• Bachelor of Science in Civil Engineering, Environmental Engineering, or related field from an accredited college.
• Minimum of 5 years of project management experience.
• Professional Engineer Registration in the State of Texas.
• Experience reading and interpreting technical documents, including pipeline construction plans.
• Valid Texas Driver's License.

Responsibilities

• Manages the Linear Asset Management Program to assess the condition of water pipe and valves and identify and prioritize repairs.
• Manages inspections and maintenance work schedules, and procedures, to ensure operations and maintenance is completed to improve reliability and optimize investments.
• Works collaboratively with water operations staff, contractors, customers, and consultants as needed to maintain regional cooperation, communicate proactively, address challenges, and develop and implement solutions related to water conveyance activities.
• Plans and coordinates changes to normal conveyance system operations (i.e. shutdowns).
• Interfaces with internal and external stakeholders to coordinate operational changes and the resulting impacts.
• Participates in engineering design meetings, studies and construction progress meetings, and reviews design reports, plans and specifications to represent the needs of operations and maintenance.
• Serves as project manager for assigned projects and studies in the Water Division.
• Evaluates technologies, processes and equipment for potential use in water projects.

Job Description Summary

Under the direction of the Water Conveyance System Manager, the Water Conveyance Program Manager assists with the operation and maintenance of the water conveyance system to optimize performance, capacity, and operational efficiency in a cost effective manner. This position also promotes optimization through proactive management of the North Texas Municipal Water District’s (NTMWD) Linear Asset Management Program (LAMP). Major responsibilities include development and implementation of LAMP activities, coordination with internal and external stakeholders, coordination of infrastructure maintenance and repairs to reduce the risk of failure, and participation in the development and management of the annual budgets associated with the water conveyance system.

Job Requirements

• Bachelor of Science degree in Civil Engineering, Environmental Engineering, or other related field received from an accredited college or university.
• 5 years of project management experience.
• Professional Engineering Registration in the State of Texas.
• Experience with reading and interpreting technical documents, including pipeline construction documents.
• Requires a valid Texas Driver's License.

Knowledge, Skills & Abilities

• Proficiency in use of Microsoft Office Suite of products including Word, Excel and Powerpoint.
• Prior experience or familiarity with scheduling, modeling software, GIS and/or design software platforms such as Autocad preferred.
• Ability to maintain positive and productive relationships, and communicate clearly with internal and external stakeholders.
• Understanding of basic water system hydraulics, condition assessment technologies, materials, principles and processes strongly preferred.
• Action oriented, well-organized, supportive and positive problem solver.

Environmental & Physical Working Conditions

Driving a District vehicle for business will be required. Employees required to drive as part of their job duties are responsible for maintaining a current, valid, and vehicle - appropriate driver' s license of their resident state.

Moderate physical labor and considerable mental attention required with some eyestrain. Generally desirable conditions with some outside visits to work-sites with varying environmental conditions.

Considerable time can be spent working with and viewing a computer screen. Considerable time viewing plans, specifications and reading reports and correspondence.

Some time will be spent at construction sites, traversing rough terrain, climbing stairs and ladders to access structures. Equipment used includes calculators, computers and some field survey equipment.

Compensation Range

Compensation Range $101,742.00 - $150,578.00 Compensation Grade 38
