Job summary

North Texas Municipal Water District (NTMWD) seeks a Project Engineer to manage capital improvement projects from concept through construction. You will lead design and construction activities, ensure compliance with NTMWD standards, and coordinate with Operations and other departments.

The role requires a Texas PE license or the ability to obtain one within six months, and 5+ years of project management experience in water/wastewater infrastructure.

Qualifications

  • Bachelor-level or higher in Civil, Environmental, Mechanical, Electrical, or related engineering field from an accredited college or university.
  • Possession of a Professional Engineer (PE) license in Texas or ability to obtain Texas PE within six months.
  • Experience in water/wastewater infrastructure project management is required.

  • Act as project leader for major water and wastewater projects ensuring compliance with NTMWD standards and regulatory requirements.

Position Summary
At NTMWD, the Project Engineer functions as a design and construction manager in the delivery of our Capital Improvements Plan projects. Our core business is water and wastewater treatment and conveyance infrastructure, but project assignments could also include solid waste and other special projects, as needed. The project engineer position is a next level opportunity for the engineering professional with technical expertise and more than 5 years’ experience looking to advance their professional development into managing projects from concept through construction. The Project Engineer works under the direction of an Engineering Program Manager and fills a critical role in our organization as the position that leads the delivery of the majority projects for our organization. The Project Engineer position offers an opportunity for increased responsibility and career development, and includes potential promotional opportunities based on professional achievements and tenure. The Project Engineer is distinguished from our Associate Engineer position by the size and complexity of the project assignment, level of autonomy in making engineering decisions, professional accreditation (Texas Professional Engineer license required), and experience.

Job Responsibilities

  • Performs project management functions supporting the delivery of capital improvement projects from inception, throughout the lifespan of the project: design, procurement, construction to startup, commissioning and handover to Operations team.
  • Performs role of project leader for design and construction of major water and wastewater projects ensuring conformance with NTMWD standards, operational needs, and regulatory requirements.
  • Reviews design reports, plans and specifications for completeness and technical accuracy.
  • Maintains accurate project records in NTMWD’s project management system including correspondence, reports, design documents, schedule and project cost updates.
  • Participates in and documents project meetings including design review meetings and construction progress meetings.
  • Manages construction project delivery with focus on project quality, schedule and cost control including review of submittals, RFIs, change orders, payment applications, and field observation reports.
  • Coordinates with Operations, Maintenance, and other NTMWD departments to address operational impacts and assist with tie-ins and facility shutdowns.
  • Manages completion of project including start-up, testing, and commissioning and review of final record drawings.
  • Performs and/or manages special projects and studies needed.
  • Tasked with leading project chartering meetings, developing requests for interviews and possible participation in the selection of professional services contracts.
  • Performs other duties as assigned.
Job Requirements
Education & Experience:

  • Degree in Civil, Environmental, Mechanical, Electrical Engineering, or other related engineering field received from an accredited college or university.
  • Possession of a Professional Engineering registration for a minimum of two years or a minimum of 6 years progressive experience in project management of water and wastewater infrastructure projects.
  • Possession of a Texas Professional Engineer (PE) license, or current licensure as a Professional Engineer in another state and the ability to obtain Texas PE licensure within six (6) months from the date of hire.
  • Experience in water/wastewater process, treatment, pumping, collection (wastewater), transmission (water) pipeline design and construction; or electrical experience with medium voltage and low voltages systems for industrial infrastructure.
  • Experience utilizing engineering design and project management software.
  • Requires a valid Texas Driver’s License.
Knowledge, Skills & Abilities:
  • Proficiency in use of Microsoft Office Suite of products including Word, Excel and PowerPoint.
  • Prior experience or familiarity with project management, scheduling, estimating, modeling software, and design software platforms are preferred.
  • Strong organizational skills, attention to detail, and ability to manage multiple tasks simultaneously.
  • Effective written and verbal communications skills for interacting with technical and non-technical stakeholders.
Environmental and Physical Working Conditions
Driving a District vehicle for business will be required. Employees required to drive as part of their job duties are responsible for maintaining a current, valid, and vehicle - appropriate driver' s license of their resident state.

Moderate physical labor and considerable mental attention required with some eyestrain. Generally desirable conditions with some outside visits to work-sites with varying environmental conditions. Considerable time can be spent working with and viewing a computer screen. Considerable time viewing plans, specifications and reading reports and correspondence. Time will be spent at construction sites, traversing rough terrain, climbing stairs and ladders to access structures. Equipment used includes calculators, computers and some field survey equipment.
