Job summary

North Texas Municipal Water District (NTMWD) is seeking a Senior Enterprise Project Manager to lead end-to-end delivery of complex IT and business initiatives within our enterprise portfolio. Job Description Summary

The Senior Enterprise Project Manager position is responsible for the end-to-end delivery of complex, cross-functional projects as well as the ongoing management of the enterprise project portfolio using established Project and Portfolio Management (PPM) practices. The Senior Project Manager plans, executes, monitors, and closes individual initiatives. In addition, oversees portfolio-level activities including demand intake, prioritization, sequencing, resource and capacity planning, financial forecasting, dependency management, and governance.

Job Responsibilities

• Aligns portfolio execution with long-term enterprise technology roadmaps and strategic initiatives.
• Manages portfolio-level budgets, forecasts, and investment trade-off analysis.
• Supports portfolio investment decisions through data-driven analysis and scenario planning.
• Supports governance processes to ensure projects align with strategic objectives and funding constraints.
• Participates in and may facilitate enterprise portfolio governance forums and executive review sessions.
• Defines, updates, and enforces portfolio standards, metrics, and reporting across projects.
• Provides executive-level reporting on project and portfolio health, risks, dependencies, and performance.
• Partners with business and IT leaders to manage dependencies and resolve conflicts across the portfolio.
• Proactively identifies and mitigates risks and issues at both project and portfolio levels.
• Manages end-to-end delivery of complex IT and business projects from initiation through closure.
• Applies PMI best practices to manage scope, schedule, cost, risk, quality, and communications.
• Develops and maintains integrated project and portfolio plans, schedules, and financial forecasts.
• Leads cross-functional change coordination efforts to support successful adoption of enterprise initiatives.
• Utilizes enterprise PPM tools (such as Smartsheet, Airtable, or similar platforms) to manage projects, portfolios, resources, and reporting.
• Integrates delivery data from tools such as Jira and Azure DevOps into enterprise PPM reporting.
• Serves as a system owner or power user for enterprise PPM tools.
• Mentors team members on project and portfolio management best practices.
• Performs other duties as assigned.

Job Requirements

Education & Experience

• Bachelor’s degree in Business, Information Systems, or a related field required.
• Project Management Professional (PMP) certification required.
• Seven (7) or more years of progressive project management experience required.
• Demonstrated experience managing enterprise portfolios in addition to individual projects.
• Experience managing IT, digital, or enterprise system initiatives preferred.
• Requires a valid Texas Driver’s License.

Knowledge, Skills & Abilities

• Strong leadership, facilitation, and stakeholder management skills.
• Advanced knowledge of PMI methodologies and governance frameworks.
• Demonstrated experience with Enterprise Project and Portfolio Management (PPM).
• Ability to manage both tactical project execution and strategic portfolio oversight.
• Experience coordinating delivery across teams using such tools as Jira, Azure DevOps, and enterprise PPM tools.
• Hands-on experience with Smartsheet, Airtable or similar enterprise PPM tools preferred.
• Strong financial acumen including portfolio-level budgeting, forecasting, capital planning support, and investment trade-off analysis.
• Excellent written and verbal communication skills.

Environmental & Physical Working Conditions

Driving a District vehicle for business will be required. Employees required to drive as part of their job duties are responsible for maintaining a current, valid, and vehicle-appropriate driver's license of their resident state. The duties and responsibilities are generally performed in an office environment. The position involves sitting (up to 6 hours per day), frequent standing, frequent walking, light to heavy lifting (up to 75 lbs.), light carrying, frequent bending and reaching, keyboarding, and telephone operation. It often requires an irregular work schedule and overtime hours. The physical demands and work environment characteristics described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. Performs functions requiring manual dexterity and precision movements, continuous or repetitive arm and hand movements, grasping movements, and occasional forceful exertion. Perceive/discriminate colors or shades of colors, sounds, odor, depth and visual cues or signals. This position requires minimum physical exertion with daily lifting requirements up to 10 pounds. Significant finger dexterity required. Activities may include carrying office materials, pulling and pushing file drawers and organizing paperwork. Duties are almost always carried out in an office environment. Office equipment utilized includes computer, printer, calculator, copier and telephone. This person will be required to visit various District facilities as needed to understand processes and workflow.

Compensation Range $112,170.00 - $166,013.00
