Qualifications

• Bachelor’s degree in civil, sanitary, environmental, mechanical or chemical engineering, or related technical/construction discipline preferred.
• Five (5) years of engineering experience relating to the design, construction and/or operation of wastewater collection systems or treatment plants; or a combination of education, coursework and professional experience as described above desired.
• Ability to obtain Virginia Professional Engineer (PE) within required years of experience desired.
• Computer proficiency in Microsoft Office Suite.
• Strong verbal/written communication skills, organizational skills, and the ability to work well both independently and in team environment required.
• Ability to resolve problems using tact and diplomacyrequired.
• Demonstrated project management skills on a large project or suite of smaller projects involving engineering, planning, design, construction and/or facilities commissioning. Project Management Professional (PMP) desired.

Responsibilities

• Manages an assigned portfolio of wastewater CIP, IRR, and planning projects to meet scope, budget, schedule, and quality expectations.
• Coordinates day-to-day activities with consultants, contractors, and internal stakeholders; resolves routine issues and escalates complex ones.
• Monitors consultant and contractor performance, including deliverables, cost estimates, schedules, and invoices; documents issues and recommends actions.
• Prepares scopes of work, cost estimates, and documentation for Engineering Manager review and approval.
• Identifies and manages project risks; develops mitigation strategies and escalates significant issues.
• Supports procurement by preparing solicitation documents and evaluating proposals with Procurement.
• Coordinates with Finance and other departments to support contracts and task orders.
• Coordinates construction activities, field observations, inspections, and testing; tracks issues.
• Maintains project documentation using SharePoint.
