Job summary

Oak Street Health, a CVS Health company, seeks an experienced leader to own the Stars and quality strategy across payer portfolios. You will drive multi‑year plans, partner with executive teams, and oversee programs improving cancer screenings, diabetes control, and medication adherence across centers.

You will work with Field Operations, Clinical Leadership, and Population Health to integrate Stars gap closure into daily workflows, negotiate value‑based contracts, and manage data‑driven

Qualifications

• 10+ years of progressive experience in HEDIS, Stars, and/or Documentation with 5+ years in senior leadership at health plans or value‑based groups.
• Proven track record of improving Stars performance to achieve quality bonuses in VBC contracts.
• Deep expertise in CMS Stars, NCQA HEDIS, CAHPS, HOS, and Medicare Advantage economics.
• Experience negotiating value‑based contracts and joint operating committees with national/ regional health plans.
• Strong command of supplemental data strategy, digital quality measures, and EHR workflows (Epic preferred).
• Analytical fluency to interrogate measure‑level data, attribution files, and reconciliation reports.
• Experience leading large, multi‑disciplinary teams with focus on engagement and results.
• Entrepreneurial spirit and ability to navigate ambiguity and drive innovation.
• Exceptional communication and relationship‑building skills with stakeholders at all levels.

Responsibilities

• Own multiyear Stars strategy to achieve 4+ Stars and reduce financial risk in contracts.
• Translate quality goals into operating plans and annual priorities.
• Develop analyses by payer/market/measure with clear action priorities.
• Establish monthly reviews, weekly reporting, and escalation paths.
• Lead programs on gap closure, chronic condition management, and preventive care.
• Oversee care‑team incentives, dashboards, and process metrics with clear owners.
• Partner with Field Ops, Clinical Leadership, Population Health for integration.
• Represent Stars strategy in payer meetings and joint committees.
• Maintain dashboards; ensure data accuracy across sources; monitor CMS rules.
