Job summary

Oak Street Health, part of CVS Health, seeks an AVP of Stars and Quality Strategy to lead multi-year quality initiatives across HEDIS, Stars and chronic condition management, aligning with payer contracts and value-based care goals.

You will supervise teams, coordinate with field operations and clinical leadership, and drive data-driven improvements, dashboards, and reporting to elevate quality performance and financial outcomes.

Qualifications

• 10+ years of progressive experience in HEDIS/Stars with at least 5 years in senior leadership.
• Proven track record of improving Stars performance across a large organization.
• Deep expertise in CMS Stars methodology, NCQA HEDIS specifications, CAHPS, HOS, and Medicare Advantage economics.
• Experience negotiating and operating value-based contracts and joint operating committees with national and regional health plans.
• Exceptional communication and relationship-building skills, with the ability to influence stakeholders at all levels.

Responsibilities

• Lead Stars strategy and quality programs across Oak Street Health and drive multi-year initiatives.
• Collaborate with Field Operations, Clinical Leadership, Population Health, and other partners to close gaps and improve outcomes.
• Oversee dashboards, reporting, measure capture, and data quality to guide decision-making.
• Evaluate vendors, pilots, and technology solutions to strengthen quality program delivery.
