Job summary

Columbus Metropolitan Housing Authority seeks a results-driven Vice President of Housing Choice Voucher (HCV) Programs to lead strategy, operations, and HUD compliance in Columbus, OH.

You will oversee MTW and non-MTW vouchers, manage multi-million-dollar budgets, and drive program innovation while partnering with landlords and community stakeholders to expand affordable housing access.

Qualifications

• Bachelor’s degree in Business, Public Administration, or related field; ten (10) or more years of related experience and/or training with three (3) or more of those years consisting of responsible managerial experience.

Responsibilities

• Strategic Planning: Develop and execute long-term plans aligned with HUD requirements.
• MTW Initiatives: Lead MTW Annual Plans and Reports to leverage regulatory flexibilities.
• Policy Development: Update and implement the HCV Administrative Plan.
• Regulatory Oversight: Ensure 100% compliance with HUD regulations, including SEMAP indicators.
• Utilization Management: Monitor and optimize voucher and budget utilization to maximize families served.
• HQs/NSPIRE: Oversee HQS and NSPIRE inspections to ensure unit safety and quality.
• Customer Service: Direct Service Center operations for residents, applicants, landlords.
• Budget Oversight: Develop and manage multi-million-dollar operating budgets and HAP funds.
• Team Leadership: Recruit and lead directors, managers, and staff.
• Data Integrity: Oversee reporting accuracy through HUD systems (PIC/HIP, VMS).
• Liaison: Represent CMHA to HUD and local government when required.
• Landlord Engagement: Maintain relations with property owners and management.
