Job summary

Housing Authority of Cook County seeks a Program Manager to lead the Housing Choice Voucher operations under HUD regulations, ensuring accurate, efficient service to applicants, landlords, and partners.

The role directs multiple HCV functions, fosters staff development, and analyzes performance data to drive improvements and compliant outcomes across programs including renewals, wait lists, and portability.

Qualifications

• Bachelor's degree in Public Administration, Business Administration, Housing, Social Services, Finance, or related field.
• Five (5) years of progressively responsible experience administering or managing the Housing Choice Voucher Program.
• At least three (3) years of supervisory or management experience.
• HCV Specialist certification required. If not held, must obtain within six months of hire.

Responsibilities

• Oversees assigned HCV program functions such as renewals, wait list processing, portability, PBV, and homeownership.
• Ensures waiting list applicants are processed per HUD regulations and Administrative Plan.
• Monitors performance indicators and implements corrective actions.
• Provides leadership, coaching, and staff development to ensure program success.
