Job summary

The Housing Collective seeks a strategic, senior leader to serve as Vice President of Programs, guiding a portfolio across housing, homelessness, policy, and systems change. Reporting to the CEO, you will supervise directors and a project manager, align priorities, and drive measurable outcomes statewide.

Based in Connecticut with hybrid travel, you’ll shape organizational strategy, build partnerships, ensure financial discipline, and foster leadership growth while advancing HC’s long‑term

Qualifications

• 10+ years of progressively senior leadership experience.
• Experience leading through other leaders and supervising senior staff.
• Experience translating strategy into structure, budgets, and performance measures.
• Track record of managing complex programs across geographies and funding streams.
• Strong facilitation, writing, and communication skills.

Responsibilities

• Provide executive leadership over HC's programs portfolio across housing, homelessness, policy, systems change, and community partnerships.
• Develop and coach program leaders, ensuring clear roles, work plans, budgets, staffing, and accountability.
• Align initiatives into a coordinated strategy with measurable outcomes and cross-team collaboration.
• Oversee program budgets, grants, and contract deliverables with compliance and reporting rigor.
• Establish operating rhythms for leadership, planning, escalation, and resource management.
• Build external partnerships with public agencies, municipalities, and funders to advance HC’s mission.
• Translate strategy into execution and ensure data-informed learning and impact reporting.
• Represent HC at regional tables and ensure cohesive policy advocacy across CT.
