Job summary

Electric Power Engineers in Austin, Texas seeks a Vice President of Markets and Regulatory to lead strategy, growth, delivery quality, and P&L for Market Analysis, Independent Engineering, and NERC Program Management in North America.

You will set the vision, manage client relations with lenders and investors, oversee technical work, and mentor a multi-disciplinary team while advancing AI-enabled analytics and innovative grid solutions.

Qualifications

• Bachelor’s degree in finance, electrical or mechanical engineering required; advanced degree preferred.
• 15+ years of experience in power generation, mission-critical facilities, or large industrial energy systems with leadership experience.
• Demonstrated experience with leading market analytics firms.
• Deep knowledge of markets across Canada and the US including insights into offtake agreements, PPA, etc.
• Proven track record building or scaling an engineering practice, service line, or business unit with P&L or sales accountability.

Overview

We are designing the grid of the future!

The Vice President of Markets and Regulatory is a senior leadership role within the Energy Resources Business Unit, reporting directly to the Executive Vice President. You will own the strategy, growth, delivery quality, and P&L performance for our market analysis, financial modeling, independent engineering, and NERC program management service lines, and serve as the technical authority for independent engineering opinions relied upon by lenders, tax equity investors, and asset owners.

Practice Strategy and Growth

• Define and execute the strategy, service offerings, delivery model, and multiyear growth plan for EPE’s Market Analysis, Independent Engineering and NERC Program Management service lines in North America.
• Translate market trends such as AI data center load growth, and energy supply mix changes into actionable service offerings and long-term growth plays.
• Integrate the practice with EPE’s adjacent capabilities to deliver differentiated end-to-end solutions.

Technical Leadership and Delivery Excellence

• Serve as the senior-most authority on nodal market dynamics, congestion and basis risk, capacity and ancillary services markets, and resource adequacy as well as federal and state regulatory frameworks (FERC, NERC, and ISO/RTO tariffs and protocols) and project finance due diligence.
• Act as the in-house expert on construction debt, tax equity, and acquisition transactions, owning report quality, serving as signatory on IE deliverables, and defending conclusions with lenders, investment committees, and their counsel.
• Provide executive-level oversight of technical work product through appropriate systems, processes and technology implementation.
• Ensure delivery quality, schedule performance, and client satisfaction on the practice’s most complex and highest-value projects.
• Guide the responsible adoption of AI, automation, and engineering tools to improve quality, productivity, and innovation across the practice.
• Lead the evaluation of load curtailment and load flexibility risk for large loads, recognizing that load curtailment carries fundamentally different dynamics than generation curtailment, and advise clients on BYOG, co-location, and BTM optimization strategies across ERCOT, SPP, PJM, and other ISO/RTO markets.
• Serve as the authority on transmission and interconnection tariffs, including the Open Access Transmission Tariff (OATT) and ISO/RTO-specific tariffs and protocols, helping clients understand tariff provisions and their commercial and operational implications for their business.
• Lead PPA and offtake agreement design and risk assessment, including evaluating existing contracts in M&A and acquisition due diligence and structuring and drafting new agreements from inception, with clear articulation of price, volume, basis, curtailment, and performance risks.

Team Leadership and Talent Development

• Recruit, build, lead, and retain a high-performing team of multi-disciplinary professionals.
• Set clear goals, manage utilization and staffing across engagements, and ensure the team is empowered, developed, and accountable.
• Foster a culture of technical excellence, mentorship, client service, and cross-disciplinary collaboration.
• Develop succession depth by growing the next generation of practice leaders and subject matter experts.

Commercial Leadership and Client Relationships

• Own the practice P&L, including sales, revenue, utilization, and margin performance.
• Cultivate executive-level relationships with hyperscalers, data center developers, transmission developers, IPPs, EPCs, OEMs, and infrastructure investors, opening doors and shaping opportunities.
• Partner with the commercial team on pursuit strategy, win themes, pricing, proposals, and scopes of work.
• Lead contract scoping, risk review, and margin discipline for complex, multiphase engagements.
• Represent EPE as a thought leader through conference participation, publications, industry task forces and working groups, and standards bodies.
• Build and maintain trusted relationships with banks, private equity and infrastructure funds, tax equity investors, and other capital providers, serving as EPE's primary technical counterpart in financing and transaction processes.

Qualifications

The successful candidate is a rare blend of technical authority and commercial builder: a finance or engineering executive who has led the delivery of bankable independent engineering reports, financial models, and long‑term market forecasts relied upon by lenders and investors.

• Bachelor’s degree in finance, electrical or mechanical engineering or a related discipline required; advanced degree (MS, MBA, or PhD) preferred.
• 15+ years of experience in power generation, mission‑critical facilities, or large industrial energy systems, including significant leadership experience.
• Demonstrated experience with leading market analytics firms.
• Deep knowledge of markets across Canada and the US including insights into offtake agreements, PPA, etc.
• Proven track record building or scaling an engineering practice, service line, or business unit, with P&L or sales accountability.
• Significant experience leading independent engineering, lender’s engineer, or owner’s engineer engagements for project financings, tax equity investments, or M&A transactions, including defending conclusions before credit committees and investors.
• Established network among infrastructure investors, tax equity firms and debt service providers.
• Outstanding written and verbal communication, and the judgment to operate independently in a senior market-facing role.
• Active participation in industry organizations, task forces, and/or working groups (IEEE, ESIG, or similar) is a plus.

Success Measures

• Sales, revenue, and margin growth of the Markets and Regulatory practice against the multi‑year plan.
• Successful recruitment and retention of the practice’s engineering team.
• Delivery quality, client satisfaction, and repeat business on flagship engagements.
• Cross‑functional alignment with sales, corporate development, technical practices, finance, and executive leadership.
