Job summary

Havenpark Communities seeks a Utility Billing Manager to own recapture performance end-to-end, leading a team of analysts while handling rate analysis, submetering, and vendor contracts. This role works closely with accounting, legal, and community managers to ensure accuracy and compliance across multiple states.

The ideal candidate has 4+ years in utility management or related fields, strong Excel skills, and proven people leadership.

Qualifications

• 4+ years in utility management, property operations, or revenue/financial analysis.
• Real people management experience: set expectations, review work, have hard conversations when targets aren’t met.
• Advanced Excel skills; comfortable with large GL exports.
• Knowledge of multi-state utility pass-through regulations or ability to build it quickly.
• Strong vendor negotiation skills and ability to draft concise resident notices, regulator responses, and executive summaries.

Responsibilities

• Assign a named owner for recapture performance across communities; run monthly cadence against 90%/100% targets.
• Lead end-to-end utility recapture: analyze expense vs. resident billing by community, fund, and utility line.
• Oversee billing operations: rate changes, new billback launches, and read exception reviews.
• Manage submetering projects from contract to billing activation; maintain master contracts tracker.
• Negotiate and manage vendor agreements (waste, cable, internet) and track renewals.
• Ensure compliance with rate notices and regulatory timelines across states.
• Build annual utility budgets from trailing actuals and contract terms; support budgeting with trend analysis.
