Job summary

NAOVI (Novel Applications, Inc.) is seeking an IT Program Manager who will act as the Technical Delivery Manager, serving as the primary POC to the agency for software and infrastructure efforts. You will oversee demand, manage development teams, and report progress to stakeholders and mission partners.

The role requires active TS/SCI w/FS polygraph, U.S. citizenship, and proven Agile leadership with experience using Jira, delivering enterprise projects under PMF/agency processes.

Qualifications

• Active TS/SCI w/FS polygraph required.
• U.S. citizenship required.
• Experience leading Agile development teams and reporting to senior staff.
• Experience communicating complex tech concepts to executives.
• Experience with government PM frameworks and cycle reviews.

Responsibilities

• Serve as Technical Delivery Manager and primary POC to the agency for software and infrastructure project efforts.
• Oversee demand for development teams, manage stakeholders, and coordinate across mission partners.
• Develop sprint plans, provide status updates, and produce weekly reports.
• Identify risks, implement mitigations, and adjust plans as needed to keep programs on track.
