The Transportation Engineer (Civil) will perform engineering duties throughout the District in: Construction, Design, Program/Project Management or Environmental Planning. Based on the annual workload, delivery commitments, and seasonal needs, the incumbent may be assigned by the Department to a variety of engineering positions in an office or field environment. Duties may include performing engineering work of varying complexity, involving problem analysis and development of technical reports, plans, specifications and estimates for the construction of transportation improvements. Performing various transportation engineering tasks accomplished through understanding and applying Caltrans standards, manuals, guidelines, policies, directives and computer software applications. The incumbent may also determine the need for, prepare and review air quality conformity determinations; various hazardous waste site investigation reports; and various noise and vibration technical studies in compliance with environmental laws, regulations, and policies. This position may require both day and night work.

Candidates are required to review the Minimum Qualifications (MQs) for this classification. Working Conditions

Positionlocated at464 W. 4th Street, San Bernardino, San Bernardino County - District 8/Various Divisions.

Multiple positions may be filled from this recruitment.

While at the base of operation, employee will work in a climate-controlled office under artificial lighting. Employee may also be required to occasionally travel and perform field investigations and may be exposed to moving traffic. Employee may be exposed to dust, dirt, noise, uneven surfaces and/or extreme heat or cold.

This position may be eligible for telework. The amount of telework is at the discretion of the Department and based on Caltrans'evolving telework policy. Caltrans supports telework, recognizing that in-person attendance may be required based onoperational needs. Employees are expected to be able to report to their worksites with minimum notification if an urgent needarises. The selected candidate will be required to commute to the headquartered location as needed to meet operational needs.Business travel may be required and reimbursement considers an employee's designated headquartered location, primaryresidence, and may be subject to CalHR regulations or applicable bargaining unit contract provisions. All commute expenses tothe headquartered location will be the responsibility of the selected candidate.

The Caltrans Transportation Engineer (Civil) Rotation Program is a mandatory 24 month to 33 months rotation assignment for all permanent, full-time Transportation Engineer (Civil) employees that have completed their probationary period hired by Caltrans Districts after June 22, 2018, or an earlier date as determined by the Districts. The purpose of Rotation Program is to provide opportunities for employees and Caltrans to benefit by participating in a standardized process that systematically engages newly hired engineers. Participants will develop well-rounded project delivery knowledge, skills, and abilities by rotating through diverse project delivery functional units. The Rotation Program includes mandatory core assignments in Design and Construction units, as well as a mandatory elective assignment. Each rotation assignment is typically between 6 to 12 months and will be based on workload needs and the employee’s goals. Assignments may involve long term travel and can be located throughout the state.

In addition to the Caltrans Transportation Engineer (Civil) Rotation Program, an incumbent may be required to go on loan to another project delivery function when there are temporary or peak staffing needs in those areas.

New to State candidates will be hired into the minimum salary of the classification or minimum of alternate range when applicable.

Must be able to perform accurate engineering calculations, logical analysis, and exercise good judgment to recommend the appropriate action. Must communicate information, both orally and in writing, proficiently. Must have proficiency with computers and ability to use various traffic engineering applications. Must analyze collected data, field situations, draw conclusions, implement traffic control strategies, and prepare reports.
