Job summary

Preference given to candidates with a bachelor's degree and five years' relevant administrative or supervisory HR experience. Graduate coursework can substitute for experience.

Qualifications

• Bachelor’s degree from a regionally accredited college or university.
• Five (5) years of full-time or equivalent part-time paid administrative or supervisory experience in human resources, payroll, bookkeeping, or accounting.
• Graduate coursework may substitute for two years of experience.

Responsibilities

• Plan operations and procedures within the district's HR unit.
• Direct the work of employees and develop staff.
• Evaluate unit operations and budget needs.
• Research new procedures and improvements and interpret statutes and policies.

The Transportation District Human Resources Manager will report to the District 10 Human Resources Department located at the District Headquarters in Mercer County. This position manages an organizational unit within a district of the Department of Transportation, providing administrative and support services (i.e., budgeting, purchasing, personnel, business operations, etc.) in a district where operations, policy, work processes, and regulatory requirements of the unit are predictable and stable. Involves the management of lower level technical and clerical employees. The scope of responsibilities includes planning the operations and procedures, directing the work of employees, developing employees, evaluating unit operation, developing budget needs, researching new procedures and improvements, interpreting statutes, regulations and policies. Performs other related duties as required.

TRAINING/EDUCATION

Bachelor’s degree from a regionally accredited college or university.

Substitution: Experience, as described below, may be substituted for the required training/education through an established formula.

EXPERIENCE

Five (5) years of full-time or equivalent part-time paid administrative or supervisory experience in human resources, payroll, bookkeeping, or accounting.

Substitution. Successful completion of graduate coursework may be substituted for two (2) years of the required experience through an established formula.
