Job summary

State of West Virginia's Transportation Department seeks a Division Director – Budget Division to lead budgeting, financial reporting, and federal fund oversight for highways, motor vehicles and multimodal facilities in Charleston.

You will develop policies, supervise staff, coordinate with agencies, and communicate complex fiscal strategies to executives and legislators; a strong background in public budgeting and governance is required.

Qualifications

• Bachelor's degree required; substitutions allowed via experience.
• Eight years of administrative or supervisory experience in budgeting or related fields.
• Experience with state/federal budgeting, regulation, and governance.
• Ability to hire, train, and evaluate staff; manage multiple programs.

Responsibilities

• Develops and adopts operational policies and procedures for the division.
• Oversees long- and short-range goals for the division.
• Coordinates division activities with other units, state and federal agencies, and the public.
• Directs daily division operations through managers and supervisors.
• Testifies at hearings and defends department laws and regulations.
