Job summary

EY in McLean, VA seeks a Government & Infrastructure Transformation Execution Manager to lead end-to-end transformation programs for federal/state/local clients. You will align portfolio-level operating models with DoD transformation initiatives, manage cross-functional teams, and drive data-driven improvements.

The role requires strong Lean expertise, stakeholder engagement, and experience guiding government programs through complex organizational change. Travel and on-site work may be required.

Qualifications

• Bachelor’s degree plus at least seven years of professional experience in continuous process improvement, strategic planning, operational design or related discipline.
• Ability to obtain and maintain a Secret clearance or higher.
• At least five years of experience leading teams on engagements.
• Experience supporting federal or state agencies in transformation, risk management, financial controls, scheduling and resource planning.
• Hands-on experience leading enterprise Lean initiatives and executive improvement workshops.
• Experience developing executive summaries and presenting to senior executives or flag-level stakeholders.
• Proficiency with Microsoft 365 applications, project-management software, and workflow-mapping and visual-management tools.
• Valid U.S. driver’s license and passport.

Responsibilities

• Support the client’s transition from legacy programs to portfolio and enterprise operating models.
• Coordinate EY team activities to align with client priorities and transformation objectives.
• Facilitate client meetings, workshops, and stakeholder discussions to gather requirements and drive outcomes.
• Assess current-state organizational structures, processes, and performance measures for improvement opportunities.
• Design and implement future-state organizational and operating models for portfolio management.
• Apply performance management and analytics to develop meaningful measures and support data-driven decisions.
• Analyze data to identify trends, risks, and opportunities informing transformation priorities.
• Develop innovative, practical solutions to complex organizational challenges.
• Identify opportunities to improve processes and advance the client’s mission.
• Serve as a consultative advisor translating objectives into actionable recommendations.
• Collaborate across EY and client teams to sustain transformation in a DoD environment.
