Training Specialist Democracy International (DI) is seeking to hire a Training Specialist for an anticipated 12-month UNDP-funded project in Libya. The project’s primary objective is to enhance and maintain custom, open-source software used by the High National Election Commission (HNEC) for results tabulation, mobile data collection, and public-facing results publication during electoral events. The role will involve overseeing the software development lifecycle, ensuring on-site and remote support during election tally processes, and building the capacity of HNEC’s local development and IT teams.
The Training Specialist will lead all training-related activities for HNEC staff and relevant stakeholders, ensuring they can effectively administer, operate, and (where needed) modify the election results tabulation system. This position requires a strong background in IT training, system administration, source code management, UI/UX design principles, and database management. Experience providing training on Python- and Django-based systems or other open-source platforms is highly preferred. The Training Specialist will design, develop, and deliver comprehensive training materials (in both English and Arabic), conduct remote and in-person workshops, and collaborate closely with HNEC developers, administrators, and UNDP advisors.
This is a full-time position contingent upon award and funding. Essential Job Duties The position’s
responsibilities will include: Programmatic
- Develop tailored training curricula and materials for HNEC staff, focusing on the operation and administration of the tabulation software, mobile data collection platform, and any related enhancements.
- Conduct live remote training sessions (3-day online training) on system administration, user management, and overall functionality.
- Lead a 5-day in-person training workshop in Tunis (or a designated location) on the software code base and database structure for HNEC developers.
- Produce clear, concise user guides, quick reference materials, and technical documentation in both English and Arabic.
- Update all training materials to reflect any software changes, new features, or enhancements introduced over the course of the project.
- Implement feedback mechanisms and post-training evaluations to measure participants’ comprehension, skill acquisition, and readiness to manage the system independently.
Administrative
- In partnership with HNEC and UNDP, plan training schedules, secure venues for in-person workshops, and manage related logistics (travel, visas, etc.).
- Coordinate interpretation or translation services as needed for training events and materials.
- Develop periodic training activity reports, lessons-learned documents, and success stories for DI, UNDP, and HNEC stakeholders.
- Maintain a clear record of all training deliverables, attendance logs, and participant feedback.
- Work with local partners, UNDP staff, and HNEC leadership to ensure alignment with project objectives, training requirements, and electoral timelines.
Deliverables- Enhanced Tally Center and Mobile Data Collection Software: Implementation of specified updates and ad-hoc change requests, with thorough user testing and documentation.
- System Maintenance and Support: Ongoing monthly maintenance reports, bug fixes, security patches, and code repository management.
- Training and Capacity Building: Delivery of at least one remote training (3 days) for HNEC staff on system administration and functionality. One in-person training workshop (5 days) in Tunis to review the system code and architecture with HNEC developers.
- On-Site Election Tally Support: Deployment of up to two specialists during tabulation events, ensuring system stability, troubleshooting, and secure data handling.
- Project Documentation: Regular project reports, final handover documentation (including code repositories, user manuals, and configuration guides).
Qualifications- Bachelor’s degree in Computer Science, Information Technology, Software Engineering, or a closely related field.
- Minimum of one (1) year experience in delivering IT and software training, including: Administration of IT systems (preferably Python/Django-based), using source code management systems (GitHub, GitLab, or similar), UI/UX design principles and best practices, and/or database management (PostgreSQL or MongoDB preferred).database development, administration, and maintenance.
- Demonstrated ability to develop technical training materials and documentation for users at varying skill levels.
- Strong communication and interpersonal skills; experience delivering training in cross-cultural contexts.
- Experience working or living in Libya is a plus.
- Fluency in written and spoken English required; proficiency in Arabic strongly preferred.
Reporting - This position reports to the Project Manager and designated UNDP Program Manager overseeing the electoral support project in Libya.
