Job summary

Texas Health and Human Services is seeking a Budget Analyst V in Austin to lead high-level budget analyses for state and federally funded programs. You will prepare, review, and manage complex budgets, forecasts, and related reports with minimal supervision.

The role emphasizes strategic planning, legislative budgeting requests, and performance measures in a dynamic regulatory environment. Eligible candidates may telework per agency policy and work a day shift in Austin.

Qualifications

• Experience preparing legislative appropriation requests.
• Experience preparing LBB/GOBPP operating budgets.
• Experience preparing and analyzing governmental operating budgets.
• Experience with statistical analysis methods and budget forecasting practices and operations.
• Experience preparing clear, concise and accurate financial reports and schedules.
• Experience using Microsoft Excel/Word software applications.

Responsibilities

• Monitors, reviews, analyzes operating budgets and funding to ensure proper use of funds.
• Tracks expenditure patterns and reallocations, realignments, or adjustments as needed.
• Prepares and analyzes financial reports assigned by management.
• Analyzes trends and variances and coordinates with management to resolve issues.
• Recommends improvements to funding efficiency and budget utilization.
• Oversees annual operating budget, mid-year reviews, and legislative requests.
