Job summary

Randstad Digital Americas seeks an experienced Training (Technical) Manager to lead IT curriculum design and enterprise learning initiatives in Tallahassee.

You will shape comprehensive training programs, align them with Florida PALM milestones, and supervise a team delivering instructor-led, virtual, and blended content. Strong communication and cross‑functional skills are essential for success.

Qualifications

• Minimum 7 years of Training experience including curriculum development for IT and instructional technology.
• Bachelor's degree in instructional Technology, Computer Science, Information Systems, Education, or related field. Equivalent professional experience may substitute for degree requirements.
• Minimum 2 Or More Years Of Training Management Experience.
• Knowledge of ERP systems, business process transformation, and enterprise software implementations.
• Knowledge of adult learning principles, instructional design methodologies (ADDIE, SAM, or similar), and learning technologies.
• Experience supporting large private sector, public sector, or government technology modernization initiatives.
• Knowledge of curriculum development, technical writing, and training program management.
• Development of job aids, quick reference guides, videos, and multimedia learning materials.
• Advanced curriculum development and instructional design skills.

Responsibilities

• Training Strategy and Curriculum Development: lead design, development, and management of comprehensive training curricula.
• Develop and maintain role-based learning paths, instructor-led training materials, virtual training content, self-paced eLearning modules, and blended learning solutions.
• Apply adult learning principles and instructional design methodologies (such as ADDIE or similar) to develop effective learning solutions.
• Develop and execute agency-wide training strategies, schedules, communications, and deployment plans supporting Florida PALM milestones.
• Manage multiple concurrent curriculum development efforts while ensuring consistency, accuracy, and adherence to project timelines.
• Performance Support and Learning Materials: oversee the creation and maintenance of job aids, SOPs, user manuals, knowledge articles, FAQs, videos, and other materials.
• Maintain training repositories, version control, and document management processes.
• Ensure all training materials comply with accessibility standards, agency policies, and project documentation requirements.
• Collaborate with business owners, SMEs, PMs, change management staff, and technical teams to identify training needs.
• Support organizational change management with communication and learning strategies.
• UAT and Implementation Readiness: assist with UAT training readiness activities.
• Training Delivery and Event Coordination: coordinate classroom, virtual, webinar, and hybrid training events.
• Training Evaluation and Continuous Improvement: evaluate training effectiveness and drive improvements.
• Leadership, Reporting, and Governance: provide leadership and mentoring to staff; develop executive briefings.

Job Summary

• Able to work onsite in Tallahassee, Florida.
• Excellent general documentation skills.
• Ability to communicate effectively with audiences ranging from executive leadership to end users.
• Experience interacting with functional groups within the Accounting organization to communicate and clarify customer requirements.
• Experience using Microsoft Office Suite (Word, Excel, PowerPoint, Outlook).
• Experience using SharePoint for collaboration and document management.
• Experience working under general direction of senior level management.
• Ability to identify training gaps and develop solutions that improve workforce readiness.
• Experience working with the State or with other governments similar in size in terms of annual budget and full-time equivalent (FTE) employee count.
• Knowledge and/or experience with the Florida Accounting Information Resource (FLAIR) subsystem.

• Knowledge and application of State of Florida financial, accounting, budgeting, procurement, or grants management processes.

• Demonstrated experience leading training initiatives.
• Certification in Project Management (PMP), Certified Professional in Talent Development (CPTD), ATD, Prosci Change Management, or related professional certifications is desirable.

• Assist with User Acceptance Testing (UAT) training readiness activities, ensuring users understand testing procedures, business scenarios, and system functionality.
• Training Delivery and Event Coordination
• Coordinate classroom, virtual, webinar, and hybrid training events, including instructor preparation and learner support.
