The position supports the DO-C Bureau of Industry and Security, Investigative Support Unit, building enterprise surveillance and radio capability and coordinating budgets, audits, and reporting. The role requires 15+ years in law enforcement, 5+ years in technical surveillance/radio ops, 4+ years of MS Office proficiency, and strong English

Project Summary

The Technical Surveillance and Radio Coordinator supports the Department of Commerce, Bureau of Industry and Security, Office of Export Enforcement Investigative Support Unit. The position helps build and manage OEE's enterprise technical-surveillance and law-enforcement radio capability while coordinating projects, personnel, budgets, audits, and management reporting. The work directly supports OEE field investigations and the ISU's ability to identify, analyze, investigate, and disrupt illicit export activity.

Key Responsibilities

• Oversee all aspects of field- and task-level project performance, including technical, contractual, administrative, and financial performance, across multiple simultaneous projects.
• Supervise personnel involved in project activities; organize and assign responsibilities; oversee successful completion of assigned tasks; and maintain customer contacts to ensure conformity with all obligations.
• Exercise independent judgment and advanced analytical skill to solve non-routine technical, administrative, and managerial problems while interfacing with computer and client-service functions.
• Work with program and project managers to develop an enterprise technical-surveillance and law-enforcement radio program and keep management and organizational stakeholders informed.
• Estimate and prepare budget proposals for mission needs; ensure financial, budget, and planning documents are complete and accurate; and monitor activities for compliance with the approved budget and spend plan.
• Oversee cost-benefit analyses and analyses of alternatives for enterprise mission needs and assist with required data tracking and compliance reporting.
• Work with the program manager and enterprise stakeholders to arrange operational audits and assess the accuracy of undercover budget, policy, and recordkeeping documents.
• Collect timely, comprehensive, and accurate management information reports and statistical summaries to support evaluation of ongoing ISU activities and programs.
• Organize historical data and electronic files on the program shared drive.

Contract and Employment Requirements

• Primary work location is a designated government facility in the Manassas, Virginia area. Facility access approval and Department of Commerce badging are required; badging is estimated to take 14-21 days.
• Work is normally performed Monday through Friday in an eight-hour workday, with core hours of 9:30 a.m. to 3:30 p.m., excluding federal holidays and government-directed closures.
• Travel is anticipated and must be approved in advance by the Government Task Manager or Contracting Officer's Representative. Local travel is not reimbursable as a direct charge; authorized travel is governed by applicable federal travel requirements.
• Personnel must protect classified information, Controlled Unclassified Information, government equipment, and other sensitive information; comply with need-to-know restrictions and all applicable Department security rules; and sign nondisclosure agreements when required.
• When contractor status is not otherwise apparent, personnel must identify themselves as contractors and appropriately mark contractor-produced documents and reports.
