Automatic Data Processing, Inc. seeks a Technical Project Manager for NOAA NMFS in Silver Spring, MD, to lead cross-functional teams and manage the full software development life cycle for a modular, shared platform.

The role focuses on governance, data management, and compliant software delivery across two work streams. Requirements include a Bachelor's degree and 5+ years of project management with experience in data governance, Java/Oracle technologies, and strong communication skills.

Qualifications

• Bachelor's degree in a relevant field and equivalent practical experience in technical writing, data governance, or related discipline.
• 5+ years of experience as a project manager, ideally with data governance, information management, and software development.
• Experience developing documentation for data governance frameworks, policies, and procedures.
• Experience with federal data policies (DoC, NOAA) and PRA is highly desirable.
• Full SDLC knowledge for web-based, database-driven, custom software projects including requirements gathering, design, development and implementation.
• Experience with web-based, database-driven, Java and Oracle technologies.
• Strong written and verbal communication skills for senior leadership, legal, and technical teams.
• Excellent interpersonal skills and collaboration across diverse teams.
• US Citizen or Permanent Resident able to obtain security clearance.
• Governance understanding and approaches; Git (Hub and Lab).
• Knowledge of Federal fisheries management.

Responsibilities

• Manage full system development life cycle and oversee trade monitoring application projects.
• Coordinate with government PM for tasking and roadmap planning.
• Operate within an iterative agile delivery framework with two-week sprints.
• Document data governance group purpose, roles, responsibilities, and decision processes with stakeholders.
• Draft policies and procedures; include PRA considerations for East Coast Logbook Project.
• Develop and maintain governance terms of reference and regular meeting cadence.
• Ensure governance documentation aligns with Federal, Commerce, NOAA data policies.
• Prepare and present reports to sponsors and core team on governance progress.
• Facilitate cross-regional communication to unify data governance.
• Support T&T proposals and other duties as assigned.
