Job summary

T and T Consulting Services Inc. seeks a Technical Project Manager to lead NOAA NMFS modernization efforts in Silver Spring, MD. You will manage SDLC activities, coordinate governance efforts, and document data policies across multiple stakeholders.

Proven experience with federal data standards and agile delivery is required. Responsibilities include governance documentation, stakeholder engagement, and reporting to executives.

Qualifications

• Bachelor's degree in a relevant field or equivalent practical experience in technical writing, data governance, or related discipline.
• 5+ years of experience as a project manager, ideally with data governance, information management, and software development.
• Experience developing and implementing documentation for data governance frameworks, policies, and procedures.
• Experience with federal data policies (e.g., PRA) is highly desirable.
• Extensive SDLC knowledge for web-based, database-driven, custom software projects using Java and Oracle.

Responsibilities

• Lead the governance group documentation, purpose, roles, and decision-making processes.
• Document policies and procedures including PRA relations.
• Draft Terms of Reference and regular meeting cadence for governance.
• Collaborate to align governance with Federal data policies and NOAA strategies.
• Prepare and present governance progress reports to executives.
