Job summary

Agile Defense is seeking a Program Manager II to support NOAA’s National Weather Service IT programs. You will plan, execute, monitor and report on initiatives, coordinating with government managers, teams and stakeholders to ensure governance and CPIC compliance.

The role requires strong communication, proactive problem solving and the ability to manage complex programs in a dynamic environment. Hybrid work arrangement is available with occasional travel.

Qualifications

• Bachelor’s degree in business, management, IT, or related field.
• 5–8 years of experience supporting federal IT programs or projects.
• PMP® or equivalent project management certification.
• Strong understanding of portfolio, program, and project management frameworks and best practices.
• Proficiency with Microsoft Office (Word, Excel, PowerPoint, Project), Smartsheet, Visio, and cloud based collaboration tools.
• U.S. citizenship required to meet federal contract eligibility requirements.

Responsibilities

• Deliver program and project management support across NOAA’s portfolios and IT initiatives.
• Support planning, execution, monitoring, control, and project close-out using standard PM principles.
• Develop and maintain schedules, IMS, risk registers, dashboards, and status reports.
• Monitor cost, schedule, scope, performance metrics, risks, issues, and actions.
• Support CPIC activities including investment reporting and data requests.
• Prepare and maintain high quality project artifacts and governance materials.
• Facilitate governance boards and IPT meetings with stakeholders.
• Assist with budget formulation, tracking, and financial reporting.
• Support RFI/SOW/RFP and procurement documentation when needed.
• Communicate complex concepts clearly to technical and executive audiences.
• Contribute to audits, assessments, and continuous improvement initiatives.
