Job summary

Govineer is seeking a Technical Program Manager to unify product and technology portfolio decisions across product, engineering, and platform teams. You will own the operating rhythm for portfolio decisions, balancing technical design with business rationale and executive needs.

You will build portfolio analyses, partner with Finance on budgets and cost tracking, and drive cross-functional program delivery from plan to launch, ensuring clear decisions and measurable outcomes.

Qualifications

• Strong experience in technical program management, portfolio management, strategy & operations in software organizations.
• Fluency with software architecture, cloud, product development, and modernization programs.
• Financial modeling and business-case skills, including TCO, unit economics, investment scenarios.
• Excellent facilitation and communication with engineers, architects, product managers, finance partners, and senior leaders.
• Record of turning ambiguous, cross-team work into clear decisions and reliable execution.

Responsibilities

• Maintain an integrated view of product, engineering, platform, migration, and AI initiatives with outcomes, milestones, dependencies, risks, and decisions.
• Build portfolio analyses to support investment, sequencing, consolidation, and retirement decisions.
• Partner with Finance to track budgets, forecasts, run costs, cloud costs, and vendor spend.
• Identify overlapping capabilities and recommend rationalization using customer impact, revenue, cost, risk, and technical evidence.
• Account for migration effort and continuity for local government customers when proposing portfolio changes.
• Lead complex cross-functional programs from plan through launch and transition to ongoing ownership.
• Prepare concise executive reviews showing options, tradeoffs, confidence levels, and decisions needed.
• Improve planning and reporting so teams spend more time solving problems.
