Job summary

Collins Aerospace, part of RTX, is seeking a Principal Project Engineer - Technical Program Manager in Cedar Rapids, IA. You will lead multi-functional teams across software, hardware, and systems to deliver complex defense programs on time and within budget.

The role emphasizes Earned Value Management, government reporting, and strong customer collaboration, with 10% travel. A Secret clearance is required and U.S. citizenship is mandatory.

Qualifications

• Experience with EVM and government program reporting requirements.
• Ability to plan, manage, and execute complex technical programs.
• Familiarity with Agile principles and methodologies.
• Experience coordinating multi-disciplinary engineering teams.
• Strong communication with customers and external partners.
• Active, transferable Secret U.S. government clearance (Top Secret possible).
• Typically requires STEM degree and 8 years of experience or advanced degree and 5 years.

Responsibilities

• Lead program planning and execution across the full development lifecycle.
• Coordinate engineering events and reviews (PDR, CDR, TRR).
• Provide EVM analysis and government reporting support.
• Identify, track, and mitigate program risks and opportunities.
• Facilitate cross-functional working sessions with stakeholders.
• Manage schedules, budgets, staffing, and execution metrics.
• Support bids, BOEs, schedules, and cost estimates.
• Maintain strong customer relationships and issue resolution.
• Coach junior program managers in execution discipline.
