Job summary

Blu Omega Inc. is seeking a Technical Project Manager to support modernization initiatives for public health data systems. You will lead complex technology modernization, interoperability, and data management projects for CDC-funded programs, coordinating cross-functional teams and stakeholders.

The role requires 6+ years in project management, strong SDLC and Agile experience, and a proven track record delivering on schedule and budget in hybrid environments.

Qualifications

• Bachelor's degree in IT/CS/IS/Engineering/Public Health Informatics/Business or related field.
• Minimum of 6 years project management experience leading full lifecycle technology projects.
• Experience across SDLC phases including requirements gathering, solution design, testing, deployment, and closure.
• Experience managing technology modernization, systems integration, cloud migration, and digital transformation initiatives.
• Proven success managing multiple concurrent projects with competing priorities and stakeholder groups.
• Experience leading cross-functional teams including architects, developers, data specialists, cybersecurity personnel, and business analysts.
• Strong knowledge of Agile, Scrum, SAFe, Hybrid, and Waterfall delivery methodologies.
• Excellent communication skills with the ability to translate business needs into technical workstreams.

Responsibilities

• Lead the planning, execution, and delivery of complex technology modernization, interoperability, and data management initiatives.
• Manage project coordination, Agile delivery support, stakeholder communication, Jira/task management, risks, dependencies, and client engagement.
• Serve as the primary client point of contact, build relationships, ensure timely delivery within scope, schedule, and budget.
• Maintain and update project plans, timelines, milestones, dependencies; facilitate meetings, agendas, notes, and action items.
• Support risk, issue, and dependency tracking; communicate blockers to project leadership.
• Collaborate with technical and business teams to align tasks and deliverables with quality outputs.
• Contribute to Agile practices by coordinating backlog updates and Jira hygiene.
• Support post-project reviews and lessons learned activities.
