IT Project Manager (Public Health)

Position: Hybrid

Duration: Long Term

The NC Department of Health and Human Services (DHHS) seeks a senior project manager to lead the planning and implementation of a statewide IT project for the Division of Public Health (DPH). The role involves collaborating with internal and external stakeholders, vendors, and senior leadership to execute project requirements and manage stakeholder expectations.

Responsibilities
  • Develop project management, change management, risk management, rollout, and training plans in coordination with DPH and IT teams.
  • Create, maintain, and monitor project schedule, budget, and expenditures.
  • Produce and maintain all required project management artifacts following State, DHHS, and PMBOK guidelines.
  • Manage scope, resources, timelines, costs, quality, communication, and procurements to achieve state goals.
  • Lead hands‑on analysis of business and technical environments and draft procurement documents.
  • Oversee vendor activities, manage contract deliverables, and ensure milestone completion.
  • Establish and maintain project governance, conduct formal presentations, and coordinate with stakeholders.
  • Serve as the IT project liaison to the business client.
  • Ensure technical readiness during implementation and supervise implementation activities.
  • Maintain all required State CIO project documentation.
Required Skills
  • Strong IT project management, negotiation, communication, and problem‑solving skills.
  • Experience leading effective project meetings tailored to the audience.
  • Proficiency in creating project plans, timelines, and WBS using project management tools.
  • Experience with agile, scrum, and kanban software tools.
  • Strategic planning and roadmap development skills.
  • Ability to write and present effective project materials and status reports.
  • Strong collaboration skills with clients, staff, and IT personnel at all levels.
  • Experience identifying and resolving system or process/project issues.
  • Capability to build, influence, lead, and motivate teams toward results.
  • Flexibility and adaptability in a high‑demand dynamic environment.
  • Strong analytical skills and written and oral communication abilities.
  • Experience writing Procurement documents (RFP/RFQ) and technical artifacts.
  • Cloud‑based implementation project experience is a plus.
Preferred Qualifications
  • PMP Certification (Agile/Scrum Master certification a plus).
  • Managing or supervising legacy system upgrade and/or replacement projects.
  • Collaboration experience with State and Local Government.
  • Experience with public health programs.
  • Experience planning and managing data conversion activities.
  • Experience building rollout plans.
