Job summary

Topsys IT partners with the Pennsylvania Emergency Management Agency (PEMA) and the Office of State Fire Commissioner (OSFC) to drive critical IT solutions within the Application Support & Development team. • Experience running IT delivery teams using Agile/SCRUM, Iterative, or Waterfall methodologies.
• Hands-on familiarity with DevOps environments, modern CI/CD concepts, and legacy-to-cloud application modernization.
• Hands-on experience with Enterprise ITSM platforms (ServiceNow, BMC Remedy, or state equivalent).
• Strong IT Project Management capabilities with proven experience leading incident/change management workflows.
• Demonstrated ability to incorporate IT security best practices and WCAG/Section 508 accessibility standards into technical requirements.
• Exceptional presentation, analytical, and cross-functional communication skills.

Responsibilities

• Lead Agile Ceremonies & Delivery: Plan and coordinate daily stand-ups, tasks, and sprint deliverables with the development team.
• Leadership & Strategy: Work with PEMA/OSFC leadership to solve IT business problems and evaluate COTS software adoption.
• Application Portfolio Management: Maintain inventory, standardize documentation, and oversee portfolio organization.
• Requirements & Estimation: Review business specs and lead LOE estimations with engineering teams.
• Incident & Change Management: Drive ITSM protocols, incident escalation, and change approvals across systems.
• Modernization & Quality Standards: Gather requirements with accessibility and security standards, and IT modernization roadmaps.
• Stakeholder Communication: Translate technical architecture to non-technical leadership and provide weekly status reports.

Key Responsibilities:
