Job Summary:

The Senior Technical Business Lead will serve as a critical liaison between business needs and technical solutions for the Pennsylvania Emergency Management Agency (PEMA) and the Office of State Fire Commissioner (OSFC). This hybrid role, based primarily in Harrisburg, PA, involves leading the application development team, managing IT business solutions, and overseeing application support and modernization projects. The ideal candidate will have strong communication skills, extensive experience in DevOps, IT project management, and a comprehensive understanding of the application development lifecycle.

Responsibilities:

• Plan and coordinate daily stand-up meetings with the development team.
• Collaborate directly with PEMA/OSFC Section Management to address IT business solution needs and problems.
• Work with the application team to identify and resolve technical issues.
• Lead Incident Management and Change Management processes for application support.
• Provide weekly status updates on projects, tasks, and initiatives.
• Maintain application inventory and support documentation.
• Review business requirements and assist in development effort estimations.
• Participate in the adoption of Commercial Off-The-Shelf (COTS) products.
• Gather tasks and requirements with a focus on security and accessibility.

Required Skills & Certifications:

• Minimum 5 years of DevOps experience.
• Familiarity with SCRUM, iterative, and waterfall development methodologies.
• Strong problem-solving, analytical, and communication skills.
• At least 5 years of IT Project Management experience.
• Experience with IT Service Management (ITSM) tools, including Remedy and ServiceNow (minimum 2 years).
• Excellent ability to understand client requirements and build strong relationships.

Special Considerations:

• Candidate must reside in Harrisburg, PA or surrounding areas.
• Hybrid work model requiring reporting to PEMA Headquarters at least 2-3 times per week with flexibility as needed.
• First round interviews conducted via Microsoft Teams with strict identity verification protocols.
• Strict prohibition on taking or using government equipment outside of the United States.
• Compliance with all security, accessibility, and confidentiality requirements during work and interviews.

Scheduling:

• Full-time position with a 40-hour workweek.
• Contract funded through June 30, 2027, with potential for extension based on funding and project needs.
