Job summary

Texas Commission on Environmental Quality seeks an experienced Financial Analyst to support the Chief Budget & Efficiency Office with budget oversight, strategic planning, and efficiency initiatives. The role sits in the Financial Administration Division and focuses on revenue analysis, reporting, and legislative impact.

The candidate will develop and deliver metrics, participate in rules analysis, and support multiple projects to improve financial performance and compliance.

Qualifications

  • Bachelor's degree plus five years of full-time experience in lending, credit analysis, financial analysis, budget analysis, or financial regulatory work.
  • Internship completion may substitute for six months of required experience.
  • CPA certification with four years of related work experience.

Responsibilities

  • Perform revenue estimation and legislative analysis; work with CBEO revenue team and program areas; advise leadership on fiscal impact.
  • Develop reports related to the revenue accounting system and participate in process improvements.
  • Gather, analyze, and report on agency data to produce metrics and drive efficiency.
  • Interface daily electronic data files and monthly billing to the revenue system.
  • Review proposed legislation and analyze fiscal impact on government and regulated entities; assist in implementation.
  • Participate in other assigned projects.

YOUR FUTURE TEAM

As part of TCEQ's Chief Budget & Efficiency Office, you would assist the Executive Office with oversight of the agency's budget, strategic planning, and promoting efficiency.

This position is a member of our Financial Administration Division.

Here’s What You’ll Be Doing
  • Perform revenue estimation and legislative analysis and implementation. Duties include working with the CBEO revenue team and TCEQ program areas; making recommendations to leadership; reviewing and/or leading the development of proposed rules and legislation; preparing detailed analyses of fiscal impact; and developing legislative implementation plans and tracking progress made.
  • Develop reports related to the revenue accounting system. Participate in making changes to the revenue accounting system or revenue related processes.
  • Perform financial, systems, regulatory, and other data gathering, analysis, and/or reporting on agency data, projects, and programs, to produce metrics and efficiency assessments and implement continuous improvements.
  • Participate in interfacing of daily electronic data files and monthly billing files to the revenue accounting system.
  • Review proposed legislation. Prepare fiscal impact analysis of proposed regulations, including the impact on state and local government, the regulated community, and the public. Assist in the implementation of approved legislation, including serving as a legislative representative. Coordinate rules analysis and development for division-lead assignments.
  • Participate in other projects as assigned.
Key Qualifications
  • Experience performing revenue estimating using MS Excel or other relatable software.
  • Experience preparing and performing financial analysis and / or fiscal impact.
Required Education & Experience

A bachelor's degree from an accredited college or university with a major in accounting, finance, economics, business, public administration, or a related field, plus five years of full-time experience in lending, credit analysis, financial analysis, budget analysis, or financial regulatory work.*

  • Completion of an internship in the areas listed may substitute for six months of the required experience.
OR

Certification as a public accountant (CPA) plus four years of full-time experience in lending, credit analysis, financial analysis, or financial regulatory work.

Employees in this classification series may research, work on, or have access to critical infrastructure, including but not limited to a communication infrastructure system, cybersecurity system, electric grid, hazardous waste treatment system, or water treatment facility. See Tex. Business & Commerce Code Section 117.001(2). Accordingly, the ability to maintain the security or integrity of the infrastructure is a requirement to be hired for and to continue to be employed with TCEQ.

Work Schedule

Standard business hours are M-F, 8:00 a.m. - 5:00 p.m.

Individual and work group schedule determined by the TCEQ Financial Administration Division.
