Job summary

The Texas Commission on Environmental Quality (TCEQ) is seeking an experienced Budget Analyst to support the Chief Budget & Efficiency Office. This role focuses on budget data analysis, forecasting, and ensuring proper financial controls within CAPPS and agency structures.

You will help plan projects, monitor funding, and develop procedures while collaborating with the Budget & Planning Division to promote efficiency and accountability across the agency.

Qualifications

  • Graduation from an accredited four-year college with a major in business/public administration or related field, plus three years of full-time budget preparation/analysis experience.
  • Or four years of full-time experience in budgeting, auditing, accounting, financial management, or statistical analysis.
  • CPA licensure or a master’s degree may substitute for one year of experience.

Responsibilities

  • Compile, analyze and maintain budgetary data and financial reports to support management decisions.
  • Plan, organize, coordinate and oversee projects from initiations through completion.
  • Monitor and maintain CAPPS financial accounting and funding structures.
  • Develop and maintain procedures; review proposed regulations and legislation and analyze fiscal/operational implications.

As part of TCEQ's Chief Budget & Efficiency Office, you would assist the Executive Office with oversight of the agency's budget, strategic planning, and promoting efficiency. See details about what we do.

This position is a member of our Budget and Planning Division.

Here’s What You’ll Be Doing
  • Compile, analyze and maintain budgetary data and financial reports to support management decisions. Extract, validate and summarize data from internal and external financial systems to provide accurate and meaningful financial information.
  • Plan, organize, coordinate and oversee projects from initiations through completion ensuring project objectives are met. When serving as a project lead, assign work, establish priorities, and monitor activities to ensure successful project execution.
  • Monitor and maintain agency's CAPPS financial accounting by monitoring and updating of position funding and ensure accurate agency financial structure.
  • Develop and maintain procedures for routine tasks and projects. Review and evaluate proposed agency regulations, administrative actions, and proposed legislation; and prepare analyses of potential fiscal and operating implications
Key Qualifications
  • Experience in developing budgetary reports; and/or presenting budget forecasts, deviations, and/or problems to executive management.
  • Training or experience in the use of Microsoft Access and/or Excel.
  • Experience with implementing and/or using the Centralized Accounting and Payroll/Personnel System (CAPPS) HR/Payroll and/or Financials.
Required Education & Experience

Graduation from an accredited four-year college or university with a major course work in business, public administration, or a related field, plus three years of full-time experience in a professional or technical capacity involving budget preparation or analysis.

OR Four years of full-time experience in auditing, accounting, budget preparation, financial management, or statistical analysis; or other responsible analytical or professional work that provided a knowledge of programs, budget procedures, budget execution, budgetary and financial relationships with workloads of organizational elements organizational structure, and work processes of the organization.

OR Registration as a Certified Public Accountant or a master's degree from an accredited college or university with a major in public affairs, business administration, public administration, or a related field may be substituted for one year of the experience.

Work Schedule

Standard business hours are M-F, 8:00 a.m. - 5:00 p.m.

Individual and work group schedule determined by the TCEQ Chief Budget & Efficiency Office.

This position requires 10% travel and otherwise full-time in-office scheduled at TCEQ Headquarters.
