The New York City Department of Environmental Protection seeks a Project Manager to serve as the Task Order Contract Specialist for the Capital Budget and Contracts (CBC) division, based at our Queens headquarters. The TOC Specialist ensures task orders are scoped, procured, executed, and closed on time and within budget.

• Strong understanding of contracting principles and procurement procedures.
• Excellent analytical, negotiation, and communication skills.
• Ability to manage multiple concurrent contracts in a fast-paced capital program environment.
• Strong technical writing and documentation skills.

Responsabilidades

• Manage the full lifecycle of Task Order Contracts supporting engineering, design, and construction management services.
• Develop task order scopes of work, cost estimates, and schedules with technical leads and project managers.
• Facilitate procurement processes, including solicitation, evaluation, and negotiation of task orders.
• Ensure all task orders comply with contractual, legal, and organizational requirements.
• Monitor task order budgets, schedules, deliverables, and performance metrics.
• Track and report contract status and expenditures for senior management and stakeholders.
• Review invoices, change requests, and contract modifications for accuracy and compliance.
• Coordinate with internal departments to resolve issues and maintain alignment with program objectives.
