Job summary

The Cato Institute in Washington, DC is seeking an HR Manager, Talent Acquisition to evolve the full-cycle process of finding, attracting, and hiring talent. You will own the entire TA process and collaborate with hiring managers to design roles, recruitment strategies, and selection approaches while ensuring a positive candidate experience.

This hybrid role reports to the Director of Human Resources and requires 4+ years in TA with a proven track record of process improvements and alignment

Qualifications

• 4+ years of experience in talent acquisition
• Deep alignment with Cato's mission and principles
• Track record of building and improving hiring processes
• Comfort using hiring data and metrics to measure progress
• Sound judgment in assessing candidates against clear criteria
• Positive, outgoing demeanor and professional presence
• Knowledge of benefits onboarding and employee relations is helpful
• Experience with advanced ATS systems is preferred

Responsibilities

• Own the entire talent acquisition process from scoping to offer
• Improve current TA process to support hiring managers and reduce time-to-fill
• Collaborate with hiring managers to design roles, descriptions, recruitment strategy, and selection approach
• Design structured interview processes and evaluation criteria
• Implement and manage the applicant tracking system
• Shape how Cato presents itself as an employer in postings and content
• Partner with Educational Programs to build talent pipelines
• Back up other HR team members when needed
