Job summary

Jobtailor in the United States is seeking a seasoned DoD Systems Engineer to lead efforts in tactical networks, design, develop, and sustain DoD system networks using Agile and DevOps practices. You will work with development and sustainment teams to modernize afloat networks, perform lifecycle software engineering, and support NAVWAR/NIWC customers, while ensuring security and compliance.

Qualifications

• Bachelor's degree and 14+ years of experience, or advanced degrees with related experience.
• Experience with DoD C4ISR systems in enterprise IT.
• 4+ years in a DevOps environment with Agile practices.
• 2+ years scripting with PowerShell and XML development.
• 2+ years designing, analyzing, and supporting LANs.
• Experience with AWS/Azure cloud and Flankspeed Edge.
• Experience with Microsoft .NET 4.0 and PowerShell.
• IAT Level II compliance and Security+; must obtain if not current.
• U.S. Citizen and DoD Secret clearance or higher.
• Knowledge of Navy networks is a plus.
• SCRUM methodologies is a plus.

Responsibilities

Job description

• Lead efforts and initiatives involving tactical networks


• Design, develop, and sustain DoD system networks


• Work with development and sustainment engineering teams to engineer solutions that improve, modernize, and sustain afloat networks using Agile methodology in a DevOps environment


• Support TACNET Sustainment Team and TACNET CB-ISEA tactical network sustainment and modernization


• Perform system installations, configuration management enforcement, system sustainment and upgrades, distance support, and emergent onsite CASREP support


• Provide system life cycle software engineering support for NAVWAR and NIWC customers


• Analyze and modify software components on supported tactical networks, including replacing end-of-support COTS components and supporting new system interfaces


• Analyze failure data, trouble reports, and U.S. Navy Fleet communications to identify system deficiencies


• Propose solutions, conduct peer reviews, and work with production engineers to implement solutions


• Create and update engineering documentation and manage solutions through formal configuration management


• Attend technical meetings, report technical progress, prepare briefs, and deliver presentations


• Participate in IPT, Technical Working Group, and engineering/design review meetings


• Develop engineering solutions primarily for Red Hat/Linux operating systems


• Perform root cause analysis and recommend permanent configuration changes


• Develop, integrate, test, debug, and tune complex software solutions


• Apply pattern-based architecture, governance, and security to system changes and deployments


• Use Atlassian tools, including JIRA, to support Agile and sprint-based operations


• Lead source-code development and deployment across multiple classification levels and environments


• Create low-level work product activities and estimate durations for scope documents and schedules


• Cooperate with external partners, consultants, agencies, and vendors to troubleshoot intra-system issues and assist with system integration design


• Provide development and support using object-oriented programming for web-based programming languages

Requirements

• Bachelor's degree and 14 years or more experience; Master's degree and 12 years or more experience; or PhD/JD and 9 years or more experience


• Supported DoD C4ISR systems in an enterprise-level IT environment, including ISNS, CANES, ADNS, SCI Network, CENTRIX, ORT, or FSW


• 4 or more years of experience in a DevOps-based environment and familiarity with Agile practices


• 2 years of experience with scripting languages and automation using PowerShell and XML development


• 2 years of experience designing, analyzing, and supporting local area networks


• Experience with cloud computing environments such as AWS, Microsoft Azure, and/or Flankspeed Edge


• Experience with Microsoft stack, including .NET 4.0/C# and PowerShell


• Experience in Linux programming languages


• Current IAT Level II compliance (Security+) and OS certification; must obtain both within 6 months if not currently held


• Must be a U.S. Citizen


• Must have an active DoD Secret Clearance or higher to start


• Knowledge of U.S. Navy ship and shore networking systems is a plus


• Experience in SCRUM methodologies is a plus
