Job summary

Housing Forward in Dallas seeks a Manager of System Navigation to lead the systemwide navigation model across Dallas and Collin Counties, integrating navigation into shelter operations to support timely transitions from homelessness to permanent housing and stabilization services.

The role supervises Navigation Coordinators, uses performance data to identify barriers and drive improvements, and collaborates with multiple partners to reduce time from navigator assignment to move-in.

Qualifications

• Five (5) years or more of experience in human services, program management, housing services, or a related field.
• Experience supervising staff, coordinating multi-partner programs, or managing performance-driven service delivery strongly preferred.
• Must have reliable transportation, valid driver’s license and car insurance; travel is required on a limited basis.

Responsibilities

• Program Implementation and Operations: Lead implementation and continuous improvement of navigation models; integrate navigation into shelter operations; establish service standards across providers; identify opportunities to improve coordination and housing outcomes.
• Performance Management and Continuous Improvement: Manage navigation performance toward housing exit goals; analyze provider performance and timelines; develop data-informed improvement strategies.
• Supervision and Staff Development: Supervise Navigation Coordinators; set expectations, coach, and monitor progress; foster a collaborative, results-focused team culture.
• System Coordination and Leadership: Partner with Shelter Operation Manager and others to address cross-functional barriers; lead solutions with workgroups; provide actionable performance updates to leadership.
