Job summary

Jobtailor in Norfolk, VA is seeking an experienced project management professional to oversee Navy C4ISR ship installation programs. You will manage technical, contractual, administrative, and financial performance, lead field personnel, and coordinate with NAVWAR/NIWC and other government customers.

The role requires security clearance, base access, and deep experience with large-scale DoD ship projects, CFR/IDR/DSR/POA&M reporting, and risk mitigation.

Qualifications

  • 6 years relevant progressive experience with a Bachelor's degree in a related field; or 4 years relevant progressive experience with a Master's degree in a related field; or High School Diploma or equivalent and 10 years relevant progressive experience
  • Must be able to obtain and maintain a security clearance
  • Must be able to obtain and maintain base access
  • Direct work experience leading large-scale C4ISR ship installations
  • Direct work experience managing or performing design, implementation, testing, inspection, logistics, resource management, and completion of Network Infrastructures for Department of Defense shore sites
  • Experience working with Government customers such as NAVWAR/NIWC
  • Experience developing and/or managing CFR/IDR/DSR/POA&M/Inspection Readiness reports, Liaison Action Reports (LAR), and Work Authorization Forms (WAF)
  • Ability to monitor jobs onsite in the shipyard or other Naval facilities as needed
  • Preferred: certification and management-level experience in Fiber Optic Topology, Blown Optical Fiber (BOF), and/or Waveguide communication disciplines
  • Preferred: relevant engineering experience with DON Ship Repair & Modernization authoritative ship alteration documentation (JFMM, TS 9090.310, NSI)
  • Preferred: additional years of direct experience leading large-scale C4ISR ship installations
  • Preferred: previous or current experience with the Global Sea Enterprise Contract
  • Preferred: current or active security clearance
  • May be required to visit job sites in industrial or shipboard environments; normally not required to lift more than 40 pounds higher than three feet above floor level

Responsibilities

  • Manage all aspects of field- and task-level project performance, including technical, contractual, administrative, and financial matters
  • Supervise project personnel, organize and assign responsibilities, oversee task completion, and maintain customer contacts
  • Use independent judgment and analytical skills to solve non-routine technical, administrative, and managerial problems
  • Develop comprehensive execution plans and detailed project schedules
  • Interpret government-furnished information
  • Coordinate with functional groups on material ordering, financial tracking, quality assurance, environmental health and safety, and contracts
  • Assess project performance issues and present periodic financial (EVM) status and recommended approaches to Government and Corporate leadership
  • Draft subcontractor Statements of Work, Purchase Orders, and invoices
  • Monitor subcontractor work execution, financials, materials, and resources
  • Conduct routine and as-needed site walkthroughs at Naval facilities, including shipyards, to ensure operational, safety, and quality standards
