Job summary

Jobtailor in San Diego seeks a seasoned Program/Contract Manager to lead DoD and HM&E government contracts, ensuring compliance, performance, and timely reporting. You will guide cross-functional teams, manage multi-site resources, and uphold security requirements in industrial environments.

Ideal candidates have proven DoD program leadership, strong budgeting and scheduling skills, and the ability to coordinate with senior leaders while maintaining base access and security clearance as needed.

Qualifications

  • 4+ years progressive experience with a Bachelors in related field; 2+ years progressive experience with Masters in related field; or High School Diploma or equivalent and 8 years relevant progressive experience
  • Proven experience managing large, complex C4I and HM&E Government contracts or programs
  • Demonstrated ability to lead diverse teams and manage program resources
  • Strong understanding of program controls, risk management, scheduling, and quality assurance
  • Excellent communication and stakeholder engagement skills
  • Experience with cost reporting, budgeting, and performance metrics
  • Must be able to obtain and maintain a Security Clearance throughout employment
  • Must be able to obtain and maintain Base access
  • Current working experience within DoD, shipyard, and/or industrial environments preferred
  • Experience managing multi-site or geographically dispersed teams preferred
  • Experience managing CDRLs and complex reporting requirements preferred
  • Experience working directly with external and internal leadership teams preferred
  • A current Security clearance preferred
  • May be required to visit a job site in an industrial or shipboard environment
  • Normally not required to lift more than 40 pounds higher than three feet above feet/floor level

Responsibilities

  • Lead all aspects of project and contract execution
  • Manage planning, coordination, oversight, reporting, and compliance across tasks, personnel, resources, and deliverables
  • Manage personnel, resources, budgets, schedules, risks, and quality across all subtask areas
  • Ensure tasks and projects align with Government-approved priorities, timelines, and budgets
  • Provide continuous status updates, identify deviations, and implement corrective actions
  • Maintain complete and accessible project data
  • Ensure deliverables and reports are submitted accurately and on time
  • Manage cost, schedule, and overall performance of assigned subcontractors and vendors
  • Oversee contract security requirements and compliance
  • Prepare and submit required Contract Data Requirements Lists (CDRLs), including Management Plans, labor-hour reports, staffing reports, utilization reports, and Estimates at Completion
