Role:

APV is seeking a Supervisory Software Project Manager who shall serve as the technical project lead responsible for overseeing all software development activities supporting the Operational Secure Tracking and Reporting (OpSTAR) application and related technology initiatives. This position provides leadership, direction, and oversight to software development personnel, ensuring projects are successfully delivered in accordance with Government requirements, approved schedules, security standards, and quality expectations. The Supervisory Software Project Manager serves as the primary interface between Government stakeholders, business users, and the software development team, guiding the planning, execution, enhancement, maintenance, and support of mission‑critical applications.

Duties:
  • Lead and supervise software development personnel, including developers, business analysts, and help desk staffsupportingtheOpSTARprogram.
  • Oversee the planning, execution, delivery, and maintenance of software development projects to ensure alignment with CBP/AMO missionobjectivesand priorities.
  • Develop andmaintainproject plans, schedules, milestones, resource allocations, risk management strategies, and performance metrics.
  • Assign tasks,establishpriorities, monitor workload distribution, and ensure project deliverables are completed on time and within scope.
  • Manage Agile andDevSecOpssoftware development activities, including sprint planning, backlog management, reviews, demonstrations, and retrospectives.
  • Collaborate with Government stakeholders, the COR, and end users to gather requirements,establishpriorities, and define project objectives.
  • Oversee enhancements, modernization efforts, maintenance activities, system integrations, and software releases for theOpSTARapplication and related solutions.
  • Ensure software solutionscomply withDHS, CBP, and AMO security, accessibility, and technology standards, including Section 508 requirements.
  • Monitor project risks, security findings, defects, and operational issues; develop mitigation strategies and coordinate resolutions.
  • Oversee software testing, deployment, change management, configuration management, and release activities.
  • Lead stakeholder briefings, project reviews, status meetings, and technical discussions, providing updates on progress, schedules, risks, and resource requirements.
  • Ensure delivery of intuitive, secure, scalable, and user-centered software solutions, including cloud-based andMicrosoft 365/Power Platform technologies.
  • Support continuous process improvement initiatives and promote software engineering best practices across the development team.
Education:
  • Bachelor's degree in Project Management, Business Administration, Management, Information Technology, or a related field
Required Experience and Skills:
  • Due to requirements of the DHS OpSTAR contract, applicants must be U.S. citizens to be eligible for this position.
  • Minimum of 3 years of experience in software program or project management.
  • Experience managing software development projects through the full system development lifecycle.
  • Experience leading multidisciplinary development teams in Agile environments.
  • Proficiency with project management and collaboration tools such as Microsoft Project, Jira, Azure DevOps, or equivalent platforms.
  • Strong written, verbal, organizational, leadership, and stakeholder management skills.
Preferred Certifications:
  • Project Management Professional (PMP)
  • Certified Scrum Master (CSM) or Professional Scrum Master (PSM)
  • Microsoft Power Platform Functional Consultant or Solution Architect
  • ITIL Foundation Certification
  • Certified Information Systems Security Professional (CISSP) or equivalent security certification
