Overview

APS is seeking a Project Manager with expertise in DevOps practices and cross‑functional team coordination. This role shares responsibility with the technical project leadership in planning and executing technical initiatives, helping ensure consistent, high‑quality delivery. The ideal candidate brings a proven ability to support schedule, budget and resource coordination while contributing to process improvement and team effectiveness. Working closely with technical teams and project stakeholders, this role helps drive collaboration, maintain alignment, and support successful project outcomes across the software development lifecycle.

APS works on exciting, technically challenging research and development programs where multidisciplinary teams work closely to address difficult national security needs. Job Functions and Responsibilities
  • Partner with technical project leaders to develop and manage scope, schedules, budgets, milestones and deliverables to ensure on‑time, high‑quality delivery.
  • Manage project budgets and forecasting, oversee expenses, and coordinate with managers and stakeholders to ensure effective resource allocation.
  • Support execution of software projects within the Software Development Life Cycle (SDLC), aligning engineering work with project goals and timelines.
  • Support and promote DevOps practices (CI/CD, automation, version control) to improve release efficiency.
  • Implement Agile processes as appropriate to facilitate team alignment and coordination, and maintain visibility into progress and priorities.
  • Track and resolve project risks, issues, and blockers, working with the team to implement mitigation plans to maintain delivery momentum.
  • Support new proposal development including the technical approach, project plan, and cost estimation.
  • Collaborate with project leads to develop and deliver presentations for customers and project reviews.
  • Coordinate team communication, meetings, and action items within cross‑functional teams (software developers, scientists, engineers, and mathematicians).
  • Mentor junior developers in and promote adoption of DevOps and Agile best practices.
Required Skills and Attributes
  • Education:
    • B.S. degree with 8+ years of relevant experience
    • Advanced degree (MBA or Masters) in Engineering or Project Management with 6+ years of relevant experience
    • Former military officer with Department Head level experience with no other prior experience
  • Experience in a technical, R&D, or comparable environment (such as submarine officer experience)
  • Proven experience managing complex, cross‑functional projects with multiple stakeholders, dependencies, and competing priorities, delivering results on time and within scope
  • Strong understanding of project management frameworks and methodologies across the project lifecycle, including SDLC
  • Expertise in identifying risks, developing mitigation plans, managing scope changes, and maintaining delivery momentum in high‑pressure environments
  • Demonstrated leadership, team coordination, and conflict management skills driving alignment across technical and operational teams
  • Strong verbal and written communication skills, with experience engaging and presenting to both internal teams and external customers and translating technical inputs into actionable insights
  • Working knowledge of DevOps best practices, including version control (Git/GitLab), deployment automation, and CI/CD pipelines
Preferred Skills and Attributes
  • Experience working in cross‑functional groups that include software developers, scientists, engineers, and mathematicians
  • For transitioning Navy officers, experience as a Submarine Division Officer and/or Department Officer
  • Familiarity with project management tools (e.g., Dynamics 365 PSA or PO)
  • Experience coding in C/C++ and Python
  • Experience working in a Linux development environment
  • Experience supporting DoD software‑development projects
  • Project Management Professional (PMP) certification is preferred
  • Experience coding in MATLAB or Java
  • Experience with containerization (Docker or Kubernetes)
  • Knowledge of earned value management (EVM) or similar program control methodologies
  • Experience working in cost‑conscious or contract‑driven environments (e.g., government, defense, or regulated industries)
