Job summary

Qualifications

Responsibilities

  • Direct and coordinate daily APV task-order operations across task areas and activities.
  • Translate priorities into integrated work plans, milestones, dependencies, staffing actions, and quality checkpoints.
  • Monitor schedules, labor utilization, deliverable status, risks, issues and actions; drive corrective actions.
  • Maintain operational cadence through meetings, reviews, and concise status communications.
  • Coordinate training intake and governance workflows aligned with approved plans and decisions.
  • Ensure coordination among instructional design, LMS operations, analytics, and administrative support.
  • Support preparation and quality review of status reports, dashboards, and risk registers.
  • Manage interfaces with client stakeholders and elevate decisions requiring authority.
  • Support staffing continuity, onboarding, surge planning, and backfill without service degradation.
  • Coordinate deliverable reviews for completeness and quality against requirements.
  • Assist transition planning during LMS or organizational modernization changes.
  • Act for the Program Manager when assigned and maintain communications during absences.
  • Help APV personnel follow contract scope, security, and governance requirements.

POSITION SUMMARY

The Project Manager is responsible for translating task-order strategy into disciplined day-to-day execution for a federal health regulatory agency. The role integrates enterprise workforce training, regulatory reviewer and scientific development, learning-system operations, data and compliance reporting, and modernization planning into one coordinated delivery model. The PM manages the operating rhythm, controls, and cross-functional dependencies required in a regulated federal environment; provides continuity of leadership; and acts on the Program Manager's behalf when designated while preserving government approval and decision authority.

DUTIES
  • Direct and coordinate daily APV task-order operations across task areas, labor categories, workstreams, and authorized firm-fixed-price and time-and-materials activities
  • Translate program priorities and client direction into integrated work plans, assignments, milestones, dependencies, staffing actions, and quality-control checkpoints.
  • Monitor schedules, labor utilization, deliverable status, service levels, risks, issues, decisions, and action items; identify variances early and coordinate corrective action
  • Maintain operational cadence through team meetings, workstream reviews, integrated planning sessions, and concise status communications.
  • Coordinate training intake and governance workflows, ensuring requests are documented, clarified, prioritized, assigned, tracked, and aligned with approved plans and decisions.
  • Ensure coordination among instructional design, training delivery, scientific and regulatory SMEs, LMS operations, reporting, analytics, and administrative support.
  • Support preparation and quality review of monthly status reports, weekly or ad hoc reporting, forecasts, dashboards, risk registers, staffing plans, meeting materials, and other management artifacts.
  • Manage operational interfaces with client stakeholders, clarify responsibilities and dependencies, and elevate decisions requiring Program Manager or government authority.
  • Support staffing continuity, onboarding, workload balancing, surge planning, succession coverage, and timely backfill of vacancies without degradation of service.
  • Coordinate deliverable reviews to verify completeness, technical and instructional quality, accessibility, LMS compatibility, schedule compliance, and alignment with approved requirements.
  • Support transition planning and continuity of mission-critical learning operations during organizational, LMS, or federal human-capital modernization changes.
  • Act for the Program Manager when assigned and maintain continuity of communications, decisions, and accountability during the Program Manager's absence.
  • Help ensure that APV personnel follow contract scope, security, privacy, records-management, quality, and client governance requirements.
FEDERAL HEALTH REGULATORY AND FUNCTIONAL EXPERTISE
  • Federal task-order consulting and contractor operations, including scope control, client governance, performance oversight, auditable records, and clear separation of contractor recommendations from government decisions.
  • Integrated management of enterprise learning content and delivery, reviewer and scientific workforce development, LMS administration, learning-data reporting, and learning-technology modernization.
  • Program Management Plan and Integrated Master Schedule execution; milestone, dependency, staffing, utilization, performance-variance, change, risk, issue, escalation, and corrective-action management.
  • Management of firm-fixed-price recurring operations and separately authorized time-and-materials, optional, surge, transition, or modernization work.
  • Federal compliance and quality oversight spanning contractual requirements, security, privacy, records management, Section 508 accessibility, instructional integrity, technical compliance, LMS compatibility, and audit readiness.
EDUCATION

Bachelor's degree in business, management, public administration, human resources, organizational development, information systems, education, or a related field.

REQUIRED QUALIFICATIONS
  • At least seven years of experience in federal program management or operations management.
  • Demonstrated consulting experience managing work for a federal government health regulatory agency, another federal health or science organization, or a comparably complex regulated federal mission environment.
  • Functional experience managing multidisciplinary services that include enterprise learning or workforce development, scientific or regulatory training, LMS operations, data and compliance reporting, or IT-enabled human-capital services.
  • Demonstrated ability to coordinate multidisciplinary or multifunctional service delivery involving multiple stakeholders, schedules, and concurrent deliverables.
  • Experience with operational planning, work tracking, performance reporting, risk and issue management, resource coordination, and quality assurance.
  • Strong client-facing communication, facilitation, problem-solving, and executive-writing skills.
  • Ability to organize ambiguous or evolving requirements into actionable plans while maintaining scope discipline and decision traceability.
  • Ability to lead through influence, resolve cross-functional dependencies, and represent APV professionally in a federal consulting environment.
  • PMP Certification
  • Must be able to obtain and maintain a High-Risk Public Trust or equivalent federal client access.This role supports sensitive federal programs and involves elevated access to systems and data.
  • Position requires the current ability to obtain and maintain required access without interruption in alignment with long-term program needs.
  • Must be authorized to work in the United States without employer sponsorship now or in the future.
PREFERRED QUALIFICATIONS
  • Experience managing learning, workforce-development, human-capital, training-operations, or IT-enabled service programs.
  • Experience supporting enterprise LMS operations, learning-content delivery, compliance reporting, or learning-system modernization.
  • Experience coordinating both firm-fixed-price and time-and-materials work, including labor forecasting, work authorization, and surge management.
  • Project Management Professional (PMP), Certified Associate in Project Management (CAPM), ITIL, Lean Six Sigma, or comparable operations/program credential.
  • Experience with federal acquisition environments, contractor performance reporting, quality-control plans, and audit-ready documentation
  • Experience using project, service-management, collaboration, and reporting tools such as Microsoft Project, SharePoint, Teams, ServiceNow, Power BI, or comparable platforms.
