Job summary

Serco Inc. in the Washington, DC area is seeking a Submarine Infrastructure Analyst to provide programmatic support to NAVSEA customers. You will lead shore infrastructure, facility modifications, and TRF readiness for Columbia-class transitions.

The role requires an active DoW Secret clearance, 10+ years in defense infrastructure or related programs, and a Bachelor's degree. Proficiency with MS Office and SharePoint is expected, with strong written and verbal communication and travel up to 10%.

Qualifications

• Must possess an active DoW Secret security clearance.
• Bachelor’s degree in business or a technical field. Associates degree with 2 years related experience or HS diploma with 4 years related experience will be considered in lieu of a bachelor’s degree.
• Significant experience in U.S. Navy programs or fleet operations.

Responsibilities

• Infrastructure Lead & Coordination: serve as the lead for shore infrastructure, facility modification, and TRF readiness for transition from Ohio Class to Columbia Class SSBNs.
• Transition Agreements & Facility Scope: draft, review, and manage transition agreements between PMS 397, PMS 396, NAVFAC, CNIC, and local TRFs; outline responsibilities, milestones, and funding for infrastructure modifications.
• TRF Readiness & Site Integration: work with TRFs, public shipyards, and Naval Warfare Centers to audit and verify equipment, dry docks, piers, and facilities.
• POM & Funding Alignment: review POM requirements to ensure MILCON and FRM funding for infrastructure needs.
• Lessons Learned Integration: analyze historical data to identify actionable lessons and mitigate facility-related risks.
