Qualifications

  • Experience researching, analyzing, and troubleshooting RICEW objects (Reports, Interfaces, Conversions, Enhancements, and Workflows) in an Oracle Federal Financials or similar environment, and translating customer requirements into best-fit solutions within the application.
  • Experience developing processes and documentation that support the systems development life cycle (SDLC), including maintaining required SDLC artifacts.
  • Ability to obtain and maintain the required clearance/public trust, as applicable to the contract.

Responsibilities

  • Document requirements; perform fit-gap analysis; and maintain requirements traceability from intake through design, build, test, and release.
  • Design and develop complex solutions in Oracle Federal Financials, including RICEW components (Reports, Interfaces, Conversions, Enhancements, Workflows), interfaces, and mixed-system integrations.
  • Perform rigorous testing and defect resolution, including unit testing, code review/validation for release, and support for system integration testing (SIT), user acceptance testing (UAT), and regression testing (RT).
  • Develop, document, and execute unit test cases; log, track, and resolve defects, and verify fixes through re-test and regression as appropriate.
  • Coordinate with DBAs and other technical/functional experts to migrate changes to test instances and environments; troubleshoot and resolve test defects to support timely delivery.
  • Support the full end-to-end change management process by producing technical and functional documentation, documenting business justification, performing impact analysis, and supporting change requests on calls and in meetings.
  • Assess the effectiveness of changes in the production environment and provide post-deployment stabilization support for releases to the Oracle Federal Financials production instance.
  • Troubleshoot and assess critical systemic issues, interface failures, and complex defects; recommend and implement fixes to restore service and prevent recurrence.
  • Comply with approved SDLC processes and produce/maintain all required SDLC artifacts (e.g., requirements, design, test evidence, release documentation); familiarity with HHS EPLC is a plus.
  • Use Oracle development tools (PL/SQL, Oracle Workflow, Oracle Reports, XML Publisher) to build and maintain solutions, and demonstrate progressive learning of new tools and applications.
  • Provide implementation and operational support for Oracle Federal Financials modules (as applicable), including General Ledger (GL), Accounts Payable (AP), Accounts Receivable (AR), Purchasing (PO), Federal Administrator for Budget Execution (BE), and Fixed Assets (FA).
  • Support integrations and planning/performance management solutions as applicable, including Oracle Hyperion Planning/Enterprise Planning Suite and related interfaces and data transfers.
  • Provide support across Oracle EPM components as applicable (e.g., client tools, Hyperion application services, Essbase, performance management services, financial reporting, Oracle Data Integrator, RDBMS integration, interfacing, and data interfaces/transfers).
  • Support solutions related to e-invoicing and g-invoicing; robotic process automation (RPA) experience is a plus.

Position Overview

RIVA is seeking an Oracle Federal Financials Subject Matter Expert (SME) to provide advanced expertise translating customer requirements into best-fit application solutions, with a strong focus on researching, analyzing, and troubleshooting RICEW objects (Reports, Interfaces, Conversions, Enhancements, and Workflows) and supporting mixed-system integrations.

The SME is highly skilled with Oracle development tools (e.g., PL/SQL, Oracle Workflow, Oracle Reports, XML Publisher) and develops processes and documentation that support the systems development life cycle (SDLC), including required artifacts and rigorous testing practices. The position supports end-to-end change management through technical and functional documentation, impact analysis, and post-deployment stabilization, and brings familiarity with HHS EPLC (Enterprise Performance Life Cycle) practices as a plus.

Minimum Qualifications
  • Bachelor’s degree in Computer Science, Information Systems, Information Systems Management, Computer Programming, or a related field with extensive coursework in computers.
  • Experience researching, analyzing, and troubleshooting RICEW objects (Reports, Interfaces, Conversions, Enhancements, and Workflows) in an Oracle Federal Financials or similar environment, and translating customer requirements into best-fit solutions within the application.
  • Experience developing processes and documentation that support the systems development life cycle (SDLC), including maintaining required SDLC artifacts.
  • Highly skilled in Oracle development tools such as PL/SQL, Oracle Workflow, Oracle Reports, and XML Publisher, with progressive learning of new tools and applications.
  • Ability to obtain and maintain the required clearance/public trust, as applicable to the contract.
Preferred Qualifications
  • Preferred experience implementing and providing operational support in Oracle Federal Financials, including General Ledger (GL), Accounts Payable (AP), Accounts Receivable (AR), Purchasing (PO), Federal Administrator for Budget Execution (BE), and Fixed Assets (FA).
  • Experience with Oracle Hyperion Planning Management and the Enterprise Planning Suite (11.2.1.1 or higher) in a Federal installation, including design, development, implementation, interfaces, and operational support.
  • Expertise with Oracle EPM applications and components such as client applications, Hyperion application services, Essbase, performance management services, financial reporting, Oracle Data Integrator, RDBMS integration, interfacing, and data transfers.
  • Past experience with operations, maintenance, and support of Oracle financial and/or planning applications in commercial and Federal implementations; knowledge of HHS EPLC (Enterprise Performance Life Cycle) is a plus.
  • Experience with e-invoicing and g-invoicing; robotic process automation (RPA) experience is a plus.
Pay range

$125,000 - $145,000 USD
