Qualifications

  • Bachelor’s degree in Business Administration, Computer Science, Information Systems, Information Systems Management, or a related field (or equivalent relevant experience).
  • Minimum of 10 years of progressive experience working with Oracle Federal Financials and/or providing other relevant information technology support.
  • Experience working within an information technology service framework such as the Information Technology Infrastructure Library (ITIL) and applying the concepts and methods to a Federal business environment.
  • Extensive, comprehensive knowledge and experience managing: business operations for a major Federal financial application environment; functional and technical resources; major projects and interfaces in Federal and mixed-system environments; application/database upgrades; security upgrades and compliance; change management; Federal and end-user reporting systems/solutions; solution development and business transformation activities; and other system support activities in a complex Federal operation.
  • Ability to establish lines and methods of communication for projects involving contractors and Federal employees/managers at multiple levels; define reporting protocols, metrics, forums, and documentation to convey critical and routine information in a financial management setting.

Responsibilities

  • Serve as the on-site/site lead and primary day-to-day interface with stakeholders, ensuring timely communication, expectation management, and issue resolution.
  • Plan and manage program execution across operations and enhancements, including work intake, prioritization, schedules, staffing, and dependency management.
  • Lead agile and/or hybrid delivery ceremonies as applicable (stand-ups, planning, backlog grooming, sprint reviews, retrospectives) and coordinate with customer governance forums.
  • Develop and deliver routine and ad hoc status reports (schedule, deliverables, service levels, risks/issues, and performance metrics) for internal leadership and IHS stakeholders.
  • Own the program risk, issue, and action item registers; drive mitigation plans, escalation paths, and timely closure aligned to program governance.
  • Manage scope and change control, including intake, impact assessments, customer coordination, and support to deliverable acceptance and contract modifications as applicable.
  • Ensure deliverables meet quality standards and comply with contract requirements, policies, and Federal regulations; maintain supporting documentation and evidence as required.
  • Direct staff in efforts to interpret OMB A-123, audit, and compliance requirements; assemble and quality-check requested documentation, samples, and evidence for Finance-area activities related to Oracle Federal Financials and associated business processes.
  • Manage staff to identify and mitigate high-risk projects, critical incidents, and systemic defects; direct the team to assess impacts, assemble appropriate resources, execute mitigation actions, and drive issues through resolution.
  • Coordinate operations activities (incident, problem, and service request management) and partner with technical leads to ensure timely triage, stakeholder communications, and resolution.
  • Oversee release planning and implementation support, including readiness reviews, cutover coordination, user communications, and post-implementation verification.
  • Provide leadership for the delivery team: set priorities, remove blockers, mentor staff, support onboarding, and ensure coverage for on-site needs.
  • Manage and support year-end close processes in an Oracle Federal Financials environment (12.2.6 or higher), including planning and execution of Federal year-end closing entries, carry forward and budget roll-forward processes, key year-end programs, and sequencing/coordination of year-end activities.
  • Identify opportunities to improve processes, reporting, and service delivery; track and communicate improvement outcomes to stakeholders.
  • Build and maintain strong working relationships with stakeholders and partner teams; ensure timely decisions, clear communications, and consistent delivery outcomes across the program.

Position Overview

RIVA is seeking an Oracle Federal Financials Project Manager/Site Lead to oversee day-to-day delivery for one of our programs. This role serves as the primary on-site point of contact for execution—coordinating resources, managing schedules and deliverables, tracking risks and issues, and ensuring performance meets contractual requirements and customer expectations.

The Project Manager/Site Lead leads an integrated team (functional, technical, and operations) supporting program sustainment and enhancement activities. The position drives program governance, status reporting, quality assurance, and compliance support (including audit readiness), while promoting proactive communication, continuous improvement, and adherence to security and Federal financial management requirements.

  • Ability to obtain and maintain the required clearance/public trust, as applicable to the contract.
Preferred Qualifications
  • Prior experience supporting a Federal shared service financial platform.
  • Project Management Professional (PMP) certification or equivalent.
  • Agile certification/experience (CSM/SAFe) and/or ITIL Foundation certification with experience operating within IT service management practices.
  • Experience with Oracle Federal Financials or similar ERP platforms and familiarity with Federal financial standards, OMB A-123 controls, and audit readiness practices.
  • Proficiency with project delivery and collaboration tools (e.g., MS Project, Jira/Azure DevOps, SharePoint, Power BI/Excel) and experience developing performance metrics and dashboards.

The salary or salary range for this role reflects an estimated range informed by multiple compensation factors. Final offers may vary based on considerations such as relevant experience, education and training, critical skillsets, and overall business needs.

Pay range

$160,000 - $180,000 USD
