Job summary

Qualifications

Job Summary

The Subcontract Administrator IV serves as a working lead within the Procurement team, providing oversight, guidance, and hands-on execution of complex subcontracting activities for goods and services in a government subcontracting manufacturing environment. This role manages the full subcontract lifecycle—from solicitation through closeout—ensuring compliance with FAR/DFARS, company policies, and customer requirements. The Subcontract Administrator IV provides mentoring to junior staff and acts as a key point of contact for internal stakeholders.

Responsibilities And Tasks
  • Serve as a lead for the team as required, balancing individual subcontracting assignments with coordination of team workload.
  • Mentor, train, and provide guidance to less experienced subcontract administrators, fostering professional development and adherence to best practices.
  • Assist management in issue resolution, resource planning, process improvements, strategic initiatives, and compliance initiatives.
  • Develop, issue, and manage Requests for Proposal (RFPs) / Requests for Quotation (RFQs).
  • Negotiate terms, conditions, and pricing with suppliers to achieve best value while ensuring compliance with contractual and regulatory requirements.
  • Draft, review, and administer subcontract agreements, modifications, and purchase orders in accordance with FAR/DFARS, CPSR, and company procedures.
  • Monitor subcontractor performance, manage deliverables, and coordinate with stakeholders to resolve performance or compliance issues.
  • Maintain accurate subcontract files and documentation to support CPSR readiness.
  • Ensure procurement actions meet all regulatory, contractual, and ethical requirements.
  • Prepare reports and metrics for management review and decision-making.
Education, Experience, Licenses And Certifications
  • Bachelor’s degree in Business, Supply Chain, or related field, or equivalent combination of education and experience. Minimum of AA/AS Degree or equivalent years of experience.
  • 7 - 10+ years of progressive subcontract administration or procurement experience in a US Government and DOD contracting environment.
  • CPIM or CPM preferred within two years of position assignment.
Skills And Abilities
  • Strong knowledge of FAR/DFARS and related US Government and DOD procurement regulations.
  • Demonstrated experience and proficiency in materials and services subcontracting.
  • Demonstrated experience and successful results with complex negotiations, price and cost analysis including TINA requirements.
  • Ability to manage multifaceted supplier relationships.
  • Proficiency with ERP/MRP systems and Microsoft Office Suite.
  • Excellent communication, interpersonal, and leadership skills.
  • Experience in a manufacturing environment supporting DoD or other federal programs.
  • Knowledge of CPSR requirements and audit preparation.
  • Certified Professional Contracts Manager (CPCM), Certified Federal Contracts Manager (CFCM), or similar credential preferred.
