Job summary

FMI | solutions for the most extreme places in the universe is seeking a Subcontracts Administrator at our Maine facility. The role manages supplier relationships, oversees full lifecycle subcontract administration, and ensures compliance with FAR/DFARS, ITAR, and EAR while supporting program execution and procurement efficiency.

You will negotiate terms, coordinate with Program Managers and cross-functional teams, and maintain audit-ready documentation.

Qualifications

  • 4-year college degree in Business Administration or related field.
  • 6-8 years of relevant DoD, aerospace, defense or government funded programs.
  • Demonstrated ability to manage multiple subcontracts simultaneously, prioritize effectively, and meet deadlines in a fast-paced environment.
  • Advanced problem‑solving, decision‑making, and professional judgment, particularly in high‑risk or ambiguous contractual situations.
  • Strong proficiency in interpreting and negotiating complex subcontract terms, conditions, and regulatory requirements under FAR, DFARS, ITAR, and EAR.
  • Proven collaboration skills and the ability to work cross-functionally with engineering, finance, contracts, and program management teams.
  • High attention to detail, accuracy, and thoroughness in documentation, compliance, and record‑keeping.

Responsibilities

  • Analyze SOWs/solicitations, terms and conditions, and applicable flow downs to identify business, financial, and compliance risks while providing strategic subcontract risk assessment to senior leadership to support informed decision making.
  • Prepare, review, and coordinate approval of basis of estimates, including pricing, schedules, negotiations, contracts of various types, and Non-Disclosure Agreements
  • Coordinate with Program Managers and cross-functional teams to ensure contractual obligations, flow downs, and performance requirements are fully understood and fulfilled
  • Maintain audit ready files and documentation as required by company policy, subcontract terms, FAR, DFARS, and other Government regulations or law such as export compliance in accordance with ITAR and EAR; Maintain an awareness of regulatory changes and their impact on subcontracts
  • Develop supplier evaluation criteria, negotiate subcontract provisions, and support the generation of subcontract packages for review, approval, and awards to suppliers; in addition to supporting the negotiation of additions, deletions, or modifications to subcontracts
  • Lead supplier negotiations monitoring funding oversight, delivery tracking, scope management, contractual terms and conditions, and subcontract requirements
  • Assist with preparation and review of procurement documentation in support of internal/external audits and compliance requirements

FMI's manufacturing facility has been a leading solutions provider of high temperature materials and composites for more than 50 years, serving the Department of Defense and NASA. The focus in Maine is on multidirectional reinforced Carbon/Carbon (C/C) and Ceramic Matrix Composites (CMCs) that enable high-temperature components such as: thermal protection systems, re-entry vehicle nose tips as well as rocket motor throats and nozzles.

Our materials are being used on ground-breaking space initiatives such as the Orion Multi-Purpose Crew Vehicle and the heat shield for NASA's Mars 2020 mission, important missile programs, airfoils in commercial and military jet engines, and as lightweight armor for U.S. military ground vehicles.

FMI is seeking a Subcontracts Administrator. The Subcontracts Administrator manages supplier relationships, manages full lifecycle of subcontract administration, and ensuring all obligations are accurately interpreted, negotiated, and executed in compliance with US Regulations, company policy, and applicable FAR/DFARS requirements. The successful candidate will operate with independence and play a key role in supporting program execution, performance, and procurement process efficiency. Managing day to day subcontract execution, the candidate will support competitive quoting, award, PO issuance, and supplier coordination while managing subcontract administration and compliance activities. This role will represent FMI in negotiations and formal communications, resolve complex contractual issues, and maintain complete, audit-ready documentation.

This role is well-suited for candidates with a background in DoD subcontract management, or who are looking to expand further into subcontract administration and government subcontracting.

Job Responsibilities

What We Need From You

Preferred
  • Familiarity with AS9100, CMMC, and export compliance requirements
  • Experience negotiating and administering medium‑to‑high complexity U.S. Government subcontracts, including sole‑source and competitive solicitations
  • Experience ensuring customer/prime contractual flow downs and compliance across internal teams and subcontractors
  • Experience supporting business capture activities and subcontract quoting applicable to customer proposal strategy development
  • Knowledge of negotiating various contract types, including Firm Fixed-Price (FFP), Firm-Fixed-Price Level-of-Effort (FFP LOE), Cost-plus-fixed-fee (CPFF) Term and Level of Effort (LOE), Time and Materials (T&M), and Indefinite-Delivery, Indefinite-Quantity (IDIQ), Government-wide Acquisition Contracts (GWACs), contract types
  • Experience and knowledge of CPSR, procurement policies and purchasing systems, creating file documentation in compliance with CPSR requirements
  • Excellent working knowledge of Subcontract Management and Procurement concepts; Federal Acquisition Regulations (FAR) and Defense Federal Acquisition Regulations (DFAR), General Services Administration Acquisition Regulation (GSAR), and Truth in Negotiations (TINA)
