Job summary

The Commonwealth of Massachusetts, Department of Mental Health (DMH) is seeking a Strategy Manager- Contractor to lead high-priority, cross-agency initiatives focused on improving client outcomes and staff experience. You will drive strategic planning, execute complex projects, and apply quantitative analysis and financial modeling to inform decisions.

Qualifications

• Experience leading strategic initiatives from planning through implementation.
• Strong analytical, quantitative, and problem-solving skills; translate data into actions.
• Ability to lead cross-functional teams and influence stakeholders.
• Proficiency with Excel, Tableau, Power BI or similar tools.
• Experience in healthcare operations, public-sector administration, or Medicaid/MassHealth is a plus.

• Lead high-priority, cross-agency initiatives with clear deliverables, timelines, ownership, and measurable outcomes.
• Analyze organizational challenges using quantitative and qualitative methods to inform priorities.
• Use Excel, Tableau, and Power BI to forecast service demand and support data-driven decisions.
• Conduct financial modeling, assess resource needs, and identify cost-saving opportunities.
• Coordinate executives and teams across clinical, fiscal, IT, and operations to drive alignment and implementation.
• Track performance indicators and ensure improvements are sustainable.
