Job summary

Massachusetts Department of Mental Health seeks an experienced Budget Analyst to support financial planning, payroll, and program expenditures. The role focuses on data-driven forecasting, variance analysis, and reporting for informed decision-making within a public health context.

The analyst will use MS Excel/Access and related tools, coordinate with DMH senior management, and ensure compliance with state regulations while meeting tight deadlines.

Qualifications

  • Experience with financial data management including budgeting, forecasting and information processing for human service programs.
  • Excellent analytical and communication skills, both written and verbal.
  • Ability to determine methods for studies, including data collection forms and instruments.
  • Capacity to establish and maintain effective working relationships with internal and external stakeholders.
  • High initiative, judgment, discretion, confidentiality and decision-making to achieve objectives.

Responsibilities

  • Forecasts payroll spending and FTE tracking using HRCMS and LCM.
  • Monitors and reviews program expenditure data to forecast fiscal opportunities and problems.
  • Conducts data gathering, analyses and presentation (verbal and written) activities.
  • Presents monthly expenditure reporting and communicates findings to staff.
  • Identifies areas for improved cost management and efficiency.
  • Coordinates unit activities to ensure operations and standards compliance.
  • Works with other divisions on financial matters impacting resources.
  • Evaluates fiscal impact of policies and prepares ad hoc reports.
  • Oversees budget development and develops forms/instructions for Areas.
  • Keeps knowledge of new software to enhance data collection and analysis.
  • Conducts variance analyses and summarizes results with trend insights.
  • Consults with management on special studies and methodology.
