Job summary

Commonwealth of Massachusetts seeks a Deputy Director of Contracts Management, Operations and Finance to lead strategic contracts for MassHealth, drive procurement initiatives, and provide financial and data analytic support across the OLTSS and EOHHS teams.

The role reports to the OLTSS Director of Operations and Finance and requires strong program knowledge, cross-functional collaboration, and crisis management capabilities in a complex payer environment.

Qualifications

• Five years of professional, administrative, supervisory, or managerial experience in business administration or public administration.
• At least one year in project management, supervisory or managerial capacity.
• Substitutions available: degree or certificate may substitute for part of experience.

Responsibilities

• Oversee and manage large-scale, strategic contracts including procurement and reprocurement planning.
• Lead contract negotiations, budget oversight, and vendor performance management.
• Coordinate interdepartmental work and communicate with stakeholders and external partners.
• Provide leadership and operational support to LTSS during emergencies and CMS inquiries.
